Minutes of the hundred and twenty eighth meeting of the State Level Expert Appraisal Committee, West Bengal held on 27.08.2016 at 11:30 hrs. at the Conference Room, Paribesh Bhawan, Salt Lake. ______________________________________________________________________ Name of the members who were present in the meeting are as follows: - 1. Dr. Subrat Mukherjee, I.F.S Secretary, SEAC & Member Secretary, WBPCB In the beginning of the 128th meeting of SEAC, which was held on 27.08.2016 at 11:30 hrs. at the Conference Room, Paribesh Bhawan, Bidhan Nagar, the Secretary, SEAC welcome all the members. After introductory session, six cases were discussed under ©Miscellaneous© section. Five applicants were requested to make their presentation before the committee. All the five applicants appeared before the SEAC for technical presentation on their respective project proposal. Five cases were placed for reconsideration. SESSION I A. Miscellaneous Section:- 1. Proposed Shopping and Entertainment Complex by M/s. Chandras' Green Project Ltd. at 144, Arupota Village, Ward No. 58, Dist. ± 24 Pgs (S), Kolkata ± 700 100, West Bengal. Activity: This is a proposal for construction of a shopping and entertainment complex ( 1 block of 3B+G+7 storied). Chronology of the event: The SEAC stipulated the conditions for Environmental Clearance for the proposed project in the 37th meeting held on 29.10.2009 and recommended Environmental Clearance in the 119th SEAC meeting held on 10.03.2016. The SEIAA examined the recommendation of SEAC and observed that the project includes part of Mouza ± Dhalendra, Jl No.8, which is within East Kolkata Wetlands. Therefore, the SEIAA refer back the case to SEAC with recommendation that the project proponent requires prior approval of EKWMA. The proposal was considered in the 123rd SEAC meeting held on 30.05.2016 and the committee requested to submit some additional clarifications. The project proponent submitted their reply on 22.08.2016. Name of the Environmental Consultant is M/s. Ghosh, Bose & Associates Pvt. Ltd. The case was put up for reconsideration in the 128th SEAC meeting held on 27.08.2016. After careful consideration and detailed discussion, the committee recommended revised Environmental Clearance for the proposed project. Proposed Residential Complex by M/s. Ganesh Tracom Pvt. Ltd. & Others at Rajarhat Road, Mouza ± Bhatenda, JL No. 28, PS ± Rajarhat, under Rajarhat-Bishnupur GP I, Dist ± 24 Pgns (North), West Bengal. Activity: This is a proposal for construction of a residential complex comprising of 9 nos. Residential blocks [3 nos. G+14, 2 nos. G+17, 1 no. G+18, 3 no. G+19 storied building] and MLCP block- B+G+7 and Club G+2 storied. Total no. of flats is 1215 nos. Chronology of the event: SEAC recommended Environmental Clearance in the 124th SEAC meeting held on 13.06.2016. SEIAA referred back the proposal to SEAC on 22.08.2016 with the following observations :- 1. Only 25 KW solar power generation has been proposed. SEIAA feels that 40 KW of solar power can be generated and utilised excluding standalone solar street lights. 2. No specific plan regarding disposal of inert solid waste material as sought by SEIAA has been submitted. 3. Provision for dedicated car washing area and treatment of car wash waste water in STP has not been proposed. 4. Proper clarification regarding maximization of treated waste water recycling has not been provided. Name of the Environmental Consultant is Partha Protim Dutta. The case was put up for reconsideration in the 128th SEAC meeting held on 27.08.2016. After careful consideration and detailed discussion, SEAC recommended that project proponent should submit the necessary clarifications/ documents as sought by SEIAA. 3. Proposed Residential Complex ªTower Questº by M/s. Bloombuilt Construction Pvt. Ltd. & 16 Others at 33A, Canal Circular Road, Kolkata ± 700 054. Activity: This is a proposal for construction of residential complex consisting of 1 tower of G+39 storied with 3 wings and total nos. of flats-117. Chronology of the event: SEAC recommended stipulated conditions of Environmental Clearance in the 125th SEAC meeting held on 25.06.2016. SEIAA referred back the proposal to SEAC on 17.08.2016 with a request to conduct a physical inspection of the project site to ascertain particularly existing vegetation, status of water body and construction activity. Name of the Environmental Consultant is M/s. Envirotech East Pvt. Ltd. The case was put up for information in the 128th SEAC meeting held on 27.08.2016. After detailed discussion the SEAC decided to conduct site inspection. Proposed Kharia China Clay Mine No. 1 of capacity 7500 Tonnes/year by M/s. Patelnagar Mineral & Industries Pvt. Ltd. at JL No. 145, Mouza ± Kharia, PS ± Md. Bazar, Dist ± Birbhum, West Bengal. Activity: This is a proposal for Kharia China Clay Mine of capacity 7500 tones/year covering lease area 29.14 acres. Chronology of the event: The project proponent presented the Terms of Reference presentation in the 119th SEAC meeting held on 10.03.2016 and the committee recommended that project proponent should submit details of three china clay mines and other adjoining mines (if any) including map of the area clearly showing shortest distance between each mines, area of each mines etc. The project proponent submitted their reply on 17.06.2016. The reply dated 17.06.2016 was considered by the SEAC in the 125th meeting held on 25.06.2016 and the committee recommended that the project proponent should apply EC for the entire cluster as per Notification S.O.141(E) dt. 15.01.2016 issued by the MoEF & CC. The SEIAA referred back the proposal to SEAC for re-appraisal the matter in the light of the Notification S.O.2269(E) dated 01.07.2016 of MoEF & CC. The case was put up for consideration in the 128th SEAC meeting held on 27.08.2016. After detailed discussion the SEAC decided to call the unit for power point presentation on their project proposal. 5. Proposed Kharia China Clay Mine No. 3 of capacity 20540 Tonnes/year by M/s. Patelnagar Mineral & Industries Pvt. Ltd. at JL No. 128, Mouza ± Kumarpur, PS ± Md. Bazar, Dist ± Birbhum, West Bengal. Activity: This is a proposal for Kharia China Clay Mine of capacity 20540 tones/year covering lease area 36.54 acres. Chronology of the event: The project proponent presented the Terms of Reference presentation in the 119th SEAC meeting held on 10.03.2016 and the committee recommended that project proponent should submit details of three china clay mines and other adjoining mines (if any) including map of the area clearly showing shortest distance between each mines, area of each mines etc. The project proponent submitted their reply on 17.06.2016. The reply dated 17.06.2016 was considered by the SEAC in the 125th meeting held on 25.06.2016 and the committee recommended that the project proponent should apply EC for the entire cluster as per Notification S.O.141(E) dt. 15.01.2016 issued by the MoEF & CC. Proposed Kharia China Clay Mine No. 4 of capacity 50000 Tonnes/year by M/s. Patelnagar Mineral & Industries Pvt. Ltd. at JL No. 145, Mouza ± Kharia, PS ± Md. Bazar, Dist ± Birbhum, West Bengal. Activity: This is a proposal for Kharia China Clay Mine of capacity 50000 tones/year covering lease area 32.30 acres. Chronology of the event: The project proponent presented the Terms of Reference presentation in the 119th SEAC meeting held on 10.03.2016 and the committee recommended that project proponent should submit details of three china clay mines and other adjoining mines (if any) including map of the area clearly showing shortest distance between each mines, area of each mines etc. The project proponent submitted their reply on 17.06.2016. The reply dated 17.06.2016 was considered by the SEAC in the 125th meeting held on 25.06.2016 and the committee recommended that the project proponent should apply EC for the entire cluster as per Notification S.O.141(E) dt. 15.01.2016 issued by the MoEF & CC.
