Introduction and methodology Recent launch of Swachh Bharat Mission has created interesting challenges in the sanitation sector. The push for sanitation through SwachhBharat Mission and the pre-poned targets have resulted in increase of demand for toilets. Lack of appropriate supply arrangements is a bottleneck in responding to the demand generated for sanitation. In Latur district, 48,762 toilets from 183 GPs are to be built under AIP 2015-16. This means, construction of 133 toilets per day is needed to complete AIP targets. This also means that approximately per day investment of Rs. 20.9 lakh is necessary.In next five years, as per SBM PIP, 1, 39,951 toilets need to be built in Latur. Huge supply arrangements are required for this. This asks for effective planning, implementation and monitoring at the district level. A detailed plan will be required for the districts to strengthen the supply chain arrangements to respond to the demand. This is the proposed plan for strengthening the supply chain management in Latur district. This report first describes the objectives, methodology, status of supply chain management in the district, key issues and the proposed plan for supply chain management. Objectives: Objectives of this supply chain management plan are as follows- To review the present mechanism for supply chain and understand the amount of material required for construction of toilets To list and map the block wise service and material providers against the demand for toilets To prepare a district level framework for construction of quality toilets to respond to the demand To serve as a decision support tool for the district, based on the four optional models suggested in the plan Methodology: The supply chain survey done in 2014 in both the districts formed as the basis for this document. The expectations of the beneficiaries regarding toilet construction and the process and methodology adopted by the material suppliers provided inputs to this document. The steps followed for preparing this plan are described below- The first step for the plan preparation was to review the demand for two-pit toilet construction in the district. For this, the demand for IHHLs was reviewed, based on the AIP 3 Supply chain management plan for Latur targets. The quantum of material required for constructing IHHLs as per AIP 2015-16 was also estimated based on quantities required for constructing one toilet. The next step was to review and understand the supply arrangements for two-pit toilet construction in the districts. For this, firstly, list of material suppliers and masons was obtained from the blocks. A map showing the demand and supply sides for toilet construction and toilet coverage was then prepared. Firstly, the selected AIP GPs and target IHHL construction were marked on the map. The number of available suppliers and masons were then marked on the District map for the selected GPs. Discussions were made with few beneficiaries, suppliers and GP-block level officials to understand the present issues and challenges regarding supply chain management. This plan is prepared based on the experiences at field level, understandings during field visits, and discussions with stakeholders. This document is based on secondary data collected by the blocks. The data regarding supply chain management is not static and therefore gets updated from time to time. The analysis in this document is therefore based only on available data. This document aims at providing a decision support tool for the district officials for taking decisions regarding time-cost effective and qualitative supply chain arrangements. 4 Supply chain management plan for Latur 2. Status of Supply Chain Arrangements in Latur district The processes adopted for toilet construction, the demand for material and labour and the supply arrangements in the both pilot districts are discussed below. 2.1 LATUR DISTRICT 2.1.1 Demand and supply for sanitation District wise demand for toilets and the supply chain arrangements for toilet construction are discussed below. Table 1presents the number of toilets to be built in the district and the approximate quantities of material required to construct the toilets. The demand of toilet construction is also presented on map-1.
