Town Council Blog – any further items *Items in which members declare a Disclosable Pecuniary Interest may be considered at the end of the meeting. **In the event that the Council need to exclude the Press and Public – the following resolution should be considered and, if agreed, the meeting suspended and re-opened in confidential session. “that in view of the confidential/special nature of the business about to be transacted which contains contractual/personal information, it is advisable in the public interest that the press and public be temporarily excluded and they are instructed to withdraw” cc: County and District Councillors, police and press representatives AGENDA ITEM 2 DRAFT MINUTES OF THE ONLINE MEETING OF AXBRIDGE TOWN COUNCIL HELD ON MONDAY 7TH DECEMBER 2020 Meeting commenced: 7.30p.m. Meeting concluded: 10.02p.m. Present: Councillors Browne (Mayor), Page, Bridgman, Corp, Goodman, Faulkner, Ferguson, Ham, Hogg, Taylor, Thomas (from minute 239.20) and Tiffin Also in attendance: Mrs V Brice, Town Clerk 235.20 Apologies for Absence The Police representatives were unable to join the meeting online but had sent a written report. County Councillor Taylor was also un-well and District Councillor Scott had another meeting but had issued a written report. RESOLVED: that apologies from Councillor Page (Deputy Mayor) (personal commitment) be received and approved. 236.20 Minutes of the Council Meeting held on 16th November 2020 RESOLVED: that the minutes of the Council meeting held on 16th November 2020 be approved as a correct record and be signed by the Chairman. 237.20 Declarations of Interest and Applications for Dispensations There were no declarations of interest and no applications for dispensations. 238.20 Public Participation No members of the public present wished to address the meeting. 239.20 Reports ORGANISATIONS REPORTS Police The Police report had been forwarded to members. This had included information on recent crime statistics and contact details (Blog) County Councillor Taylor Nothing to report. District Councillor Mrs Scott District Councillor Mrs Scott had provided a report expressing thanks to the Sports and Social Club for their hard work in arranging the Christmas Trees, updating on the Stronger Somerset Bid, the doorstep recycle more scheme, waste arrangements over Christmas (Blog) and a request for considerate parking over the festive season (Blog). She advised that the Chamber of Commerce were willing to pay for the new Axbridge signs on the bypass and queried their progress (this would be raised with the Assistant to the Town Clerk) and indicated that the Chamber wished for the old signs to be re-located next to the town boundary stones with the inclusion of the Houlgate twinning dates. The Town Council did not feel it appropriate to re-use these signs which were worn and due to be replaced and would be out of keeping next to the boundary stones. The Clerk would ascertain the current position with design/quotes for the new signs and respond to the Chamber of Commerce accordingly. District Councillor Goodwin- No report. Pearson Axbridge and District Museum A report had been received after the dispatch of the Trust agenda but had been circulated to members for information. Chamber of Commerce The Chamber of Commerce were keen to have a formal link with the Town Council and had submitted a report highlighting key points from its last meeting. Councillor Thomas also advised she was an honorary member of the Chamber of Commerce and could help provide a link between the two organisations. Sports and Social Community The Christmas Trees were in place and the Council Association thanked all those involved for their hard work in making Axbridge festive at this difficult time (Blog). Consideration was being given to the disposal/donating of the trees after the Christmas period (Blog). During the District Councillor Report, Councillor Thomas joined the meeting. 240.20 Planning a) Neighbourhood Plan Group - Update No further update. b) Planning List Members received the list updating on new and decided applications in Axbridge. This would be further reduced by the removal of slightly older applications which no longer needed to be referenced. c) Mendip View Development The developer had welcomed the idea that the Town Council suggest a name for the new road. The Council wished to put this out to the community (inc. possibly the school) to enable residents to put forward suggestions for consideration by the Council at the next meeting. In the event that the developer’s timescale did not enable community input, or that no appropriate suggestions were forthcoming, the Council liked “Jack Todd Gardens”. RESOLVED: i. that the Council give the community (provided there is sufficient time) the opportunity to suggest names for the new road and that the Council make a decision in relation to the name at its meeting in January; and ii. that “Jack Todd Gardens” be the fall back position should the developers be unable to wait/no appropriate names being submitted. d) Planning Applications Members considered the following application:- Application No 02/20/00023 Type Listed Buildings Consent alterations Applicant St Johns Court Management Co Location St Johns Court, Houlgate Way, Axbridge, Somerset, BS26 2AY Proposal Replacement of 2no. external timber doors on the ground floor. RESOLVED: that Sedgemoor District Council be advised that Axbridge Town Council has no comments to make on this application. 241.20 Coronavirus (COVID 19) Members reviewed the services, facilities and personnel in light of the COVID-19 pandemic. Axbridge had been classed at Tier 2 (High Risk) which included a number of restrictions.
