Page 324 Minutes of the St Merryn Parish Council Meeting held on 18th January 2018. Present :- Miss J Duffy (Vice Chairman) Mrs S Carhart Mr A Elderfield Mr N Morris Mr M Pollard Mr D Powell Apologies:- Mr R Gomm (Chairman) Mrs M May, Mrs J Stuttaford Mr R Buscombe (Cornwall Councillor) In Attendance :- Two members of the public Minute Number 1/1/18 Declarations of Interest. Mr A Elderfield declared an interest in Planning application numbers PA17/11393, PA17/12074 and PA17/12075. Mr D Powell declared an interest in Planning Application number PA18/00205. 2/1/18 Public Participation Plastic Free Community. Mr R Stevenson gave a presentation regarding a proposal to create a plastic free community in St Merryn. It was decided to discuss this further at the next meeting. Treyarnon Bay Public Conveniences. Mr Stevenson also spoke about a proposal by the Beach Guardian organization to use the building as a base combined also with public toilets. Allotments. Mrs C Edwards spoke of plans to improve the shelter belt for the allotments and appealed for financial support from the Council, this to be considered at a future meeting. Emergency Plan. Mrs Edwards also asked if there was an Emergency Plan for the Parish. As the existing plan is very out of date it was agreed to agenda this matter for the next meeting. Planning Application PA17/11393. Mr A Elderfield explained the circumstances affecting this application which involves the determination of the recognised boundaries of the village, this matter to be considered at next months’ meeting. 3/1/18 Minutes. Resolved that the Minutes of the meeting held on 14th December 2017 be approved and signed by the Vice Chairman. 4/1/18 Planning. Following consideration of plans received the following observations be sent to Cornwall Council :- PA17/11269 – Land North of Tredower, Trevean Lane, St Merryn – The Parish Council objects to this application as being a proposed development in the open countryside. PA17/11393 – Land North of Pensilva, Trehembourne Road, St Merryn – Supported, Mr A Elderfield left the room for this item. PA17/11508 – Tregwidden, Road from Boobys Bay to Trevose Head,Padstow – The Parish Council suggests that a full Planning Application is needed due to the increased height. PA17/11769 – 4 Surfside Bungalows, Harlyn Bay Road, Harlyn – Supported. PA17/12065 – Trebonner, Constantine Bay – Supported. PA18/00017 – Gulland ,St Merryn – Supported PA17/12074 – Plot 3, Land North of Pensilva, St Merryn – Supported. PA17/12075 – Plot 5, Land North of Pensilva, Trehembourne Road, St Merryn – Supported. PA18.00205 – Mole End, Elmwood, Towan Road, St Merryn – Supported 5/1/18 Correspondence. Page 325 Telecoms Mast. A letter was received from LCF Law confirming that the lease would be completed on 19th January 2018. The wayleave agreement with Western Power Distribution was received and signed. Ordnance Survey Mapping Agreement. Confirmation of the registration to use the service was received from Royal Mail. Coastal Coffee. The fee for permission to trade at Constantine Bay for 2018 was received from Mr and Mrs Brooker. Constantine Bay Car Park. The Chairman provided a written report on his meeting with Mr Gartrell, It was proposed by Mr M Pollard and seconded by Mr D Powell that the quotation from Mr D Thomas to repaint the parking lines be accepted, subject to the Car Parking Order being revoked all agreed. Also Mr Cowling to be asked to carry out minor work prior to this work. 6/1/18 Community Hub. A Notice of Demolition was received and to be collected by Miss J Duffy when signed. Mr A Elderfied proposed that an asbestos survey should be carried out on the Pavilion, this was seconded by Mr N Morris and approved. It was suggested that ASW Environmental Ltd be approached to provide a quotation. It was agreed that Mrs A Blantern be given permission to apply for grant aid for the project. It was proposed by Mr A Elderfield , and seconded by Mr N Morris that The Hub Committee be given permission to tender for each stage of the demolition and construction of the new building, as well as to obtain tenders for the complete full new build, all agreed. 7/1/18 Neighbourhood Plan. It was reported that a public meeting to discuss the plan is arranged for 30th January 2018. Terms of reference for the group were received, it was proposed by Mrs S Carhart and seconded by Mr M Pollard that these be approved, all agreed. 8/1/18 Playing Field. It was reported that the roadside trees are becoming overgrown and affecting passing traffic. Mrs S Carhart offered to obtain a price to cut the trees by a contractor. All agreed. 9/1/18 Financial. It was agreed to update the existing bank mandate.
