The Parks and Open Space Plan was first adopted by the Dane County Board of Supervisors in 1971. The adoption of this plan and subsequent acceptance by the state Department of Natural Resources will also enable the county to participate in state and federal outdoor recreation grant programs. Qualifying guidelines require updating the plan every five years. The plan update serves as the official park and open space plan for the Dane County region and as a basis for park and open space acquisition and development projects. NOW, THEREFORE, BE IT RESOLVED that the Dane County Board of Supervisors approves and adopts in concept the Parks and Open Space Plan update for Dane County, as a part of the comprehensive Park and Open Space Plan for the region, and as the basis for the Park Commission review of proposed projects. Appendix Parks and Open Space Plan Map County Parks Map Trails Map Natural Resources Sites Map Purpose The primary purpose for this plan is to identify the parks and open space goals for Dane County for the period of 2001-2095 and to identify the process to meet those goals. Dane County plays a special role in the partnership of state, county and local units of government, as well as private groups, that attempt to meet the recreational and resource protection needs for Dane County's citizens. This plan defines that role and also recommends how Dane County can work as a partner with other governmental units and the private sector. The Parks and Open Space Plan is also intended to partially satisfy state requirements under S. 66.0295, Wis. Stats. for a natural, cultural and historic re sources element of a county comprehensive plan. Under this law, by 2010, any land us·e decisions by Wisconsin towns,:,-villages, cities and counties, includ ing the acquisitio~ of land, must be consistent with an adopted comprehensive plan. The adoption of this plan and subsequent acceptance by the state Department of Natural Resources will also enable the county to participate in outdoor rec reation grant programs. The DNR has adopted re quirements for local comprehensive outdoor recre ation plans that must be met in order to qualify for participation in state and federal grant programs. The recommendations put forth in this plan should be examined annually and completely reviewed at the end of the planning period in order to determine how well the county has achieved its goals. Future planning efforts should build on the recommenda tions made in this plan. Planning Process The Dane County Park In creating the Parks and Open Space Plan, the Dane County Park Commission sought to broaden the Commission input into the plan to include as many public and Authorization private groups as possible.
