✔ b) Have a substantial adverse effect, either directly or through habitat modifications, on any endangered, or threatened species, as listed in Title 14 of the California Code of Regulations (Sections 670.2 or 670.5) or in Title 50, Code of Federal Regulations (Sections 17.11 or 17.12)? S. Wildlife Service? ✔ d) Interfere substantially with the movement of any native resident or migratory fish or wildlife species or with established native resident migratory wildlife corridors, or impede the use of native wildlife nursery sites? ✔ e) Have a substantial adverse effect on any riparian habitat or other sensitive natural community identified in local or regional plans, policies, regulations or by the California Department of Fish and Game or U. S. Fish and Wildlife Service? ✔ f) Have a substantial adverse effect on federally protected wetlands as defined by Section 404 of the Clean Water Act (including, but not limited to, marsh, vernal pool, coastal, etc.) through direct removal, filling, hydrological interruption, or other means? ✔ g) Conflict with any local policies or ordinances protecting biological resources, such as a tree preservation policy or ordinance? ✔ Source: CGP Fig. VI.36-VI.40 Findings of Fact: The project site would impact MSHCP Criteria Cells #7445 and #7446, which would contribute toward conservation of Proposed Constrained Linkage 14 (Temecula and Pechanga Creeks). The project impact area will consist of impacts associated with the six exploratory borings activities. These activities are expected to disturb existing native soils and minimal vegetation. No grading will occur with the proposed project and no riparian vegetation is expected to be impacted. Proposed Mitigation: No mitigation will be required for this project since no grading will occur within the proposed project and no riparian vegetation is expected to be impacted. Monitoring Recommended: Construction will not occur during the breeding season for nesting birds and/or raptors, therefore no pre-construction surveys will be required.
