Cllr Janet Lockyer and Cllr Trevor Johns both declared personal interest in 108/09 - 09/01551. Cllr Martin Wheeley declared an interest in the grant request at 109/09 in relation to the affordable housing. Public Participation None 102/09 Previous Minutes The minutes of the parish council meeting held on 9 November 2009 having been read were considered a true record and were adopted (proposed JL, seconded WR). 103/09 Cornwall Councillor report Cllr Robin Teverson reported that the eco-town would not be first developed at Trewoon/Blackpool but on the other side of St Austell. Funding would remain an issue for the duration of this project, especially with public sector funding cuts nationally. Council houses are also to be built in Cornwall but the location was not mentioned. Funding will be made available. The Isles of Scilly to Penzance link still remains an issue that needs to be resolved. Cornwall Council is completing its work on the coming budget during February and it was expected that council tax would rise by roughly 2.9% and that spending will get very tight over the next few years. Cllr Teverson advised that he now has a sum of £2000 allocated by Cornwall Council that can be put towards modest community projects in his electoral division. A typical grant from it would be £250 to £500. It was suggested that if any projects come to mind that Cllr Teverson be contacted. Regarding affordable housing, there is a legal backlog at County Hall around the section 106 agreements for many developments, including St Ewe. Cllr Teverson assured the council that he was pressing for this to be resolved as soon as possible. The large affordable housing scheme in Trewoon is ready to go, but has not yet received grant approval from the HCA. Some £2.1 million is needed. The Community Network Areas are still evolving, naturally the focus for the St Austell CNA is the town itself, but Cllr Teverson attends the councillor version regularly. 104/09 St Austell Community Network Area Steve Foster, Community Network Manager, referred to the first St Austell Community Network meeting on Tuesday 26.01.2010. All local Cornwall councillors have been invited, together with representatives from the eight parish councils in the network and representatives from the police and NHS. At the meeting, representatives will be asked to share the key issues in their areas; the feedback will be used as a basis for agreeing priorities for joint action across the network. Representatives will also be asked to agree future arrangements for joint working. The Chairman, Cllr Sam Roberts, and Cllr Martin Wheeley are to represent St Ewe at the first St Austell Community Network meeting. adopted 08.03.2010 and original signed by chairman on that date… 225 Steve Foster asked the council if there were any changes to the main issues in St Ewe since his last visit and whether there were any practical issues with which he could assist. Several councillors raised concerns with regard to the efficiency of Cornwall Council’s telephone contact service and the need for the parish council to have access to direct phone numbers of key officers. Mr Foster undertook to raise these issues with colleagues and report back to the clerk. The Chairman thanked Steve Foster for attending this meeting and for the help and information he had given. • Letter from Mary Cooper 26.11.2009 The council noted that Mary Cooper, Head of Localism, has retired from Cornwall Council. 105/09 Affordable Housing Update Cllr Martin Wheeley reported the land has now been purchased. Documents for tender will be sent out shortly to five builders. It is anticipated that building/site-marking will begin by end of March/early April. The funding for the project is in place. The only delay anticipated is the acceptance of the s106 agreement by Cornwall Council. This had been agreed previously with Restormel Borough Council but Cornwall Council’s legal section wish to review the agreement. 106/09 Footpaths • Update on action taken re: bridleway 418/16/1 The clerk read the letter sent to the landowner and to date there had been no response. It was agreed that clerk pursue this matter further. • No other urgent matters we reported 107/09 Highways • Broken sign at Tregear – update The council noted an email dated 18.12.2009 received from Teresa Frost stating that a gang will visit the site and take appropriate action and Cllr Diane Clemes reported the sign has been repaired. • Revised road closure dates The council noted the revised road closure notice in relation to Chapel Hill to Prentice House in Little Polgooth from 02.04.2010 and expected to last for five days. • Maintenance of fingerposts The clerk outlined progress since the last meeting. A list of materials was submitted to Teresa Frost and she has agreed to supply these. She still needs to speak with Cllr Trevor Johns to ensure the appropriate supervision by a suitably qualified and certified person. The clerk advised Cllr Johns of the need to contact Teresa Frost with regards to progressing this matter. • Any other urgent matters Cllr Diane Clemes reported that there was a deep pothole on the Tubbs Mill road. Blocked drains and flooded ditches in a number of areas were reported, namely St Ewe road by Plain an Gwarry, Luney Lane near Hewaswater and Nunnery Hill to Pengrugla. Concerns were raised regarding a derelict farm building that is leaning out towards the road in Kestle. Stones from the building have been falling into the road and concern was raised about the safety of the structure. It was agreed that the clerk report these issues to Highways and in addition write to the landowner regarding the final point. 108/09 Planning matters • 09/00711 FP Retrospective permission for emergency dirty water storage/catchment facility Tregenna Farm, London Apprentice, St Austell, PL26 7AW Notice of Grant of Temporary Permission The council noted this decision without comment. • 09/01185 FP Removal of condition to allow unrestricted residential occupation The Cottage, Kilbol Country House Hotel, Polmassick, St Ewe, PL26 6HA Notice that restriction has been lifted The council noted that this decision was contrary to its recommendation made on 12.10.2009 (080/09) but as the matter had been forwarded to the planning committee felt that no further action was possible. • 09/01233 FP Proposed new dwelling – neighbouring parish Plot 1, The Orchard, Hewas Water, St Austell, PL26 7JF Notice of grant of permission The council noted this decision without comment. adopted 08.03.2010 and original signed by chairman on that date… 226 • 09/01261 FP Conversion of redundant outbuildings to dwelling and residential annex Tregenna House Farm, London Apprentice, St Austell, PL26 7AW Notice of refusal of permission The clerk explained that this decision was contrary to the recommendation of the parish council as recorded in the minutes12.10.2009 (080/09). However, the planning officer made contact with the clerk before issuing the refusal to discuss the grounds for refusal and what the next steps should be (the protocol in action!). The clerk discussed the matter with the chairman and it was agreed that the matter should not be forced to committee but that the officer should send a copy of his full report so that the council could consider it. The council noted the decision and report and agreed to take no further action. • 09/01336 FP New building for storage of machinery and implements Heligan Gardens, Pentewan, St Austell, PL26 6EN Notice of grant of permission The council noted this decision without comment. • 09/01384 CLUED application – stationing of existing residential caravan Bramble Barn, Polmassick, St Ewe, St Austell, PL26 6HA Notice of grant of Certificate of Lawfulness of Existing Use The council noted that this decision was contrary to its recommendation made on 09.09.2009 (089/09) but felt that no further action was possible. • 09/01505 FP Extension of time of 06/01675 conversion of old smithy to holiday cottage Old Smithy, Trelean Vean Farm, St Ewe, St Austell, PL26 6ES The clerk explained that this was a new type of application, which could be made only once. Although the parish is notified, comment is not required unless the council feels it is necessary. It is very unlikely that an extension of time application would be refused unless the applicant proposes any changes or if there have been significant changes in planning policy since the time of the original grant of application. Neither of which apply in this case so the council noted the application without comment.
