Submission to Qld Redistribution Commission regarding the State seat of Kallangur • The dynamic of the electorate of Kallangur will change dramatically over the next 5 years due to the new University of Southern Qld {USQ) being built in the electorate on the old Amcor Paper Mill site. • Anzac Avenue starts at the Petrie Roundabout and continues to Redcliffe and is a tourist attraction as a war memorial. This Avenue will become the heart of the community as it stretches from the university through the middle of Kallangur bringing restaurants and associated businesses to this new education precinct. • The current boundary of Kallangur continues past Petrie along the eastern side of Old Gympie rd. to Four Mile Creek and I propose that the boundary extends along the eastern side of Old Gympie rd. to the South Pine River which would bring Strathpine into the electorate and include Pine Rivers High School as they will be a major feed in to the University as it incorporates STEM learning. This community of interest would enhance both the University precinct and the school. • I acknowledge that this would put the electorate well over its quota and to compensate for this, I propose that Kallangur retreats from the North, back to Oakey Flat Rd. This part of Narangba is coupled with Narangba Valley already and would be better suited being part of. the Morayfield electorate. • To the East of the Railway line, I propose that the electorate retreats to Boundary Rd, allowing this �:emi-rural part of Narangba and Burpengary to be part of the community of Burpengary. • Finally, the electorate should then follow Boundary Rd to the highway, which allows the Narangba Innovation Precinct (formerly the Narangba Industrial Estate) to be in the electorate of Murrumba. This industrial hub straddles the highway with the bulk of it on the Western side of the Bruce Highway in the Murrumba Electorate. This often leads to confusion regarding issues and events within the precinct and it would be better served being in the one electorate. Yours sincerely Tegan Goodridge Director Winning Political Technologies. The first new seat we propose to create is Tamborine. This is a seat that is coming out of Coomera, Albert and Beaudesert. This will allow for the realignment of Albert and Coomera easily and allow for Beaudesert to come back into tolerance. This will also allow for the re-distribution required in the other seats inside the Gold Coast LGA which will require it. We also believe that the commission has under-cooked the growth projections in Southport and Surfers Paradise which we will argue need to be bought largely under-quota to allow for large scale population growth due to developments under construction and approved but not yet started. For the second seat, we have created a seat called Springfield. This is a seat that will be based on Springfield, Springfield Central, Springfield Heights, Brookwater and Augustine Heights. These suburbs make up the growth corridor of Bundamba that is pushing up that seat to be 40%+ over quota at the end of the redistribution period. We propose then using semi-rural and rural suburbs to balance the growth out. In order to do this, we propose to remove Greenbank which is currently contained within the seat of Logan and Algester, New Beith and Spring Mountain which is contained inside the over quota Lockyer and Flinders View, Ripley and Yamanto between Deebing Creek, Cunningham Highway, Warwick Rd and the northern boundary being the Bremer river. Then the eastern boundary will be formed along the Mount Lindesey Highway and take the western sides of Munruben, Park Ridge South, North Maclean and South Maclean. The third seat we propose is a seat called Highfields based on the major new development corridor in the Toowoomba corridor. This is a major new development which is growing rapidly and should be based on this development. In order to balance this development up we propose moving a number of quotas from a number of different seats to balance out this growth. Firstly, we propose to move Tarrington, Gowrie Junction, Wellcamp, Biddeston, Aubigny, Oakey and Jondaryn all move from Condamine into the new seat. Then we propose to go along the Brisbane Valley Highway and Warrego Highway in Ipswich West and excise that section of the seat into this new seat. We then also propose taking components of Toowoomba South, Glass House and Pine Rivers in order to equalise the seat out and bring it back to quota. Whilst many will see these components as odd, we believe that taking the rural, low growth components of urban seats to allow them to shrink into their main communities of interest and balancing out a high growth seat is the optimal scenario for the ECQ to consider. This is why it is the principle we are using to underpin all of our new seats in this submission. We also believe that as Highfields grows, this seat is a very easy seat for the commission to shrink in future redistributions. The fourth seat we are proposing is North Lakes. This is obvious to anyone who has been on the northside of Brisbane and through the massive new growth in the Moreton Bay LGA. The ECQ has used the old tenements of development in the area between the Sunshine Coast LGA and Brisbane LGA by basing the seats on the old Redcliffe Shire, Caboolture Shire and Pine Rivers Shire Councils.
