Assessment Finding and Recommendation in brief: On 20th December.2017, OCHA conducted an OCT meeting with partners and government departments including IRC, WFP/CTG, DACAAR, ARCS, PC, WSTA, ANDMA and DoRR to begin assessments of approximately 153 households in Logar province. Assessments were conducted between 24 – 31 December with 43 households identified eligible for humanitarian assistance. Households reported being displaced due to ongoing conflict and high level of insecurity from Logar (Pule Alam, Barakibarak, Khoshi and Mohammad Agha districts), Nangahar, Laghman, Balkh and Paktya provinces,The majority having been displaced from insecure districts of Logar (84%) and unable to return home. 36 households (84%) reported having enough food to last less than a week, whilst 5 households (12%) reported having no food stock. The majority of households are (81%) currently living in rented houses. 42 out of 43 eligible HHs reported already having accumulated new debt after being displaced, with little options for a new source of income. SADD collected from households reports that the majority of the caseload are male children between the age of 6 – 18 (21%) followed closely by female children between the ages of 6 – 18 (19%). Recommendations: Page | 1 Provide IDPs with appropriate emergency assistance in the form of SMEB package. Findings of the market assessment underline markets are functioning in the area. 3. Sectorial Issues: A) Food Security, Nutrition and Livelihood: The food security situation of the IDPs families is fairly insecure and closely related to the loss of income and lack of new livelihoods opportunities.Households reported using a variety of negative coping mechanisms such as all the households are relying on less preferred or less expensive food (100%), borrowing food from relatives (88%) and limiting portion size at mealtimes (9%), whilst (12%) 5 households report children’s sent to work. The majority of the households reported being mostly dependent on unstable sources of income such as daily labor. The majority reported that heads of households are mainly unskilled workers or receive income through physical labor. In addition 27 households among the 43 households reported having accumulated on average over 8000 AFA of new debt since the start of their displacement. 38 households reported an average loss of income amounting to 3030 AFA, additionally 4 female-headed HHs and 1 elderly HH are without stable income and receiving support from relatives did not respond to questions related to debt. Recommendation: Include cash for food as part of SMEB package for all 43 households. B) NFI: Below is the breakdown of reported NFI needs from households: Kitchen Heating Clothing Blanket Water Hygiene materials container 41 43 42 42 43 43 Recommendation: Distribute cash or in kind NFIs to the households. C) Shelter: 35 HHs reported living in rented accommodation with an average rent of 1785 AFA per month. 4 HHs living with host communities. 4 HHs living with free of charge houses (house given by community) Recommendation: Page | 2 Considering the primary source of income for majority of the HHs is daily work, additional support for shelter should be included within the SMEB for all 43 households as highest number of the households currently living with rented houses. D) WASH: PIN in coordination with DACAAR conducted WASH assessments through HEAT. All 43 households have access to safe drinking water, enough to meet basic household needs, 42 of the 43 households collection water from hand pumps, on average the assessed households reported that the closest water source was 4 minutes away by foot. 30 households practicing family pit latrines. 9 households practicing family VIP latrines. 2 households practicing community latrines. 2 households practicing open defecation. According to the assessment data majority of the households responded that women and children were the main water collectors. Recommendation: Distribute hygiene kits for all 43 households and conduct hygiene promotion Provide emergency latrines and bathing facilities for 2 households, currently practicing open defecation. E) Education: A low level of children were reportedly in schools, (7 boys and 2 girls) with approximately 21 HHs reporting the main cause being a lack of documentation, close to 50% of the caseload) F) Protection: Below is the breakdown of households who reported additional vulnerabilities Female headed HH 8 Elderly headed HH 3 Physically disabled 4 Chronically ill 5 Recommendation: No households met the selection criteria to trigger an IPA. Approximately 11 households presented with potential protection concerns and protection officers are following up on these cases G) Health: The capital Pul-e-alam has functional health facilities and accessible for both men and women. Urgent Priority needs of affected people 37 HHs (86%) stated food as their first priority; whilst the same 37 HHs reported NFIs as their second priority and 36 HHs reported preference for other as winterization support. Response: DACAAR to provide 43HHs with hygiene kits, 2 HHs with latrine and bathing facilities along with hygiene promotion sessions. IRC to provide cash for NFIs (6000 AFA). PIN to provide the amount 24.000 AFA within SMEB in one installment1 Challenges: PIN and DACAAR colleagues jointly conducted the assessment, however there was a duplication of one family which was removed from the database, however some discrepancies were found for 14 HHs in the database between PIN and DACAAR colleagues, based on close coordination PIN and DACAAR re- verified information of these households and shared updated database.
