Mr TANG Yung-yiu was absent from the meeting due to other commitments. Item 1: Confirmation of the minutes of the 2nd meeting of the FC in 2019 3. The minutes of the 2nd FC meeting in 2019 were confirmed unanimously. Item 2: Activities subsidised by Yuen Long District Council (“YLDC”) funds in 2019-20 (1) Inspection of activities subsidised by YLDC funds (FC Paper No. 23/2019) 4. The Chairman asked Members to take note of Paper No. 23. The paper reported that, as at 10 May 2019, Members had inspected one activity subsidised by District Council (“DC”) funds. The situation of the activities and comments of Members in charge of the inspections were detailed in the paper. 5. As there were no questions or comments from Members, the Chairman concluded that Members noted the paper. (2) Report on subsidised activities not implemented as scheduled (as at 10 May 2019) (FC Paper No. 24/2019) 6. The Chairman asked Members to take note of Paper No. 24. The paper reported that as at 10 May 2019, five activities had not been implemented as scheduled (with a total amount of DC funds of $32,982). The Secretariat was informed in writing of the cancellation of the activities or applications for funding with reasonable explanation as required by the “Manual on the Use of District Council Funds for YLDC” (“the Manual”). 7. As there were no questions or comments from Members, the Chairman concluded that Members noted the report. Item 3: The financial position of YLDC in 2019-20 (as at 10 May 2019) (FC Paper No. 25/2019) 3 8. The Chairman asked Members to take note of Paper No. 25. The paper reported the financial position of YLDC in 2019-20. As at 10 May 2019, the actual expenditure of YLDC was $3,832,885, which accounted for approximately 11.27% of the total provision of DC funds. 9. As there were no questions or comments from Members, the Chairman concluded that Members noted the paper. Item 4:Second revised budget of YLDC for 2019-20 (FC Paper No. 26/2019) 10. The Chairman asked Members to take note of Paper No. 26. The purpose of the paper was to ask Members to endorse the second revised budget of YLDC for 2019-20. 11. The Chairman asked the Secretary to briefly introduce the paper. 12. As there were no questions or comments from Members, the Chairman concluded that Members endorsed the proposal of redeploying $10,000 respectively from the reserved funding for Subitem (iii) “Elderly Care Services” and Subitem (iv) “Rehabilitation Services” of Item 7 “Thematic Activities jointly organized by District Council and social service groups” to Item 7 (i) “Youth Services”. After the revision, the reserved funding of Subitem (iii) “Elderly Care Services” and Subitem (iv) “Rehabilitation Services” would change from $130,000 to $120,000, while the reserved funding of Subitem (i) “Youth Services” would change from $130,000 to $150,000 and the total amount of reserved funding of Item 7 would remain unchanged. Item 5: Revised budget for the 11th Yuen Long Youth Festival (FC Paper No. 37/2019) 13. The Chairman said that as the following agenda items were related to the applications for the use of YLDC funds or revised budgets, therefore Members were reminded to make declaration of interests if necessary when they spoke. To save Members’ time to declare interests during the meeting, the Secretariat had prepared a copy of “Information on Declaration of Interests”. This information had been on table for Members’ reference. With reference to the previous practice of FC, Members were asked to make appropriate declaration of interests according to the nature of their titles. Pursuant to Section 48(12) of the “YLDC Standing Orders”, the Chairman of a committee under the DC could decide whether a committee member concerned disclosed an interest in a matter might speak or vote in the matter, might remain in the meeting as an observer, or should be absent. 4 14. The Chairman asked Members to take note of Paper No. 37. The purpose of the paper was to ask Members to endorse the revised budget for “the 11th Yuen Long Youth Festival”. After the revision, the amount of DC funds would increase from $700,000 to $800,000. 15. The Chairman welcomed Mr LI Sing-pak, BBS, Secretary of “Yuen Long Youth Festival Co-ordinating Committee”, to the meeting and asked Mr LI to briefly introduce the paper. 16. The Chairman said that before Members raised enquiries, information related to FC Members who were concurrently members of “Yuen Long Youth Festival Co-ordinating Committee” had already been included in the document tabled by the Secretariat. These Members included: (1) Mr SHUM Ho-kit as Honorary President; (2) Mr WONG Wai-shun, Mr CHOW Wing-kan, Mr MAN Mei-kwai and Ms CHIU Sau-han as Honorary Vice-president; (3) Mr LEUNG Ming-kin and Ms WONG Wai-ling as Vice-chairman; and (4) Mr CHOW Wing-kan, Ms MA Shuk-yin, Mr TANG Cheuk-him, Mr MAN Mei-kwai, Mr TO Ka-lun and Mr YIU Kwok-wai as Members of the Executive Committee. 17. The Chairman also pointed out that information related to FC Members who were concurrently members of “Yuen Long Town Hall Management Committee” had also been included in the document tabled by the Secretariat. These Members included: (1) Mr WONG Wai-shun as Director and Voluntary Legal Advisor; (2) Mr TANG Yung-yiu as Director; and (3) Mr MAN Mei-kwai, and Mr LEUNG Ming-kin as Vice-chairman 18. The Chairman pointed out that, unless the information was incorrect, Members did not need to declare their interests again. Members could refer to the good practice on declaration of interests as suggested by the Home Affairs Department (“HAD”) and assess the nature of their titles to make appropriate declaration of interests. 19. The Chairman declared that she was the Honorary Vice-president of “Yuen Long Youth Festival Co-ordinating Committee”. She referred to the good practice on declaration of interests as suggested by HAD, the nature of the title held was under Category 1 and hence it would be suffice to make the declaration of interests before the discussion, and she would still be allowed to host the current meeting and also to take part in the relevant deliberations, 5 approval and voting. 20. Members’ views and enquiries were summarised as follows: (1) Suggested that the organisation should consider to organise events in large shopping malls in the district to achieve greater publicity effect; and (2) Indicated that there were malls that welcomed non-government organisations to lease their venues and would charge only $1 nominal rent. 21. Mr LI Sing-pak, BBS responded that activities organised in large shopping malls in the district could attract more residents to join. Organisation had attempted to apply for renting related venues but failed eventually in the past.
