Context: Nowadays policy-makers in Albania, donor agencies, development specialists and the wider informed public have realized that the Albanian Diaspora are becoming increasingly important for the development of Albania. Albania’s economy has benefitted significantly from remittance inflows, yet, there is a need to support new ways of promoting diaspora to retain their connection to Albania and contribute to its economic and social growth. The programme “Engage the Albanian Diaspora to the Social and Economic Development of Albania”, funded by Italian Ministry of Foreign Affairs and International Cooperation, identified and agreed with the governmental counterparts, will provide support to the Government of Albania (GoA) for enhancing the engagement of the Albanian diaspora in the development of the country, with a specific focus on the communities in Italy, through targeted actions following the areas of strategic relevance identified by the GoA. The Programme is implemented by IOM in cooperation with the State Minister for Diaspora (SMD), the Ministry for Europe and Foreign Affairs (MEFA), the Ministry of Finances and Economy (MFE) and other line ministries as relevant, and in close coordination with the Italian Embassy in Tirana and the Italian Agency for Development Cooperation. The National Diaspora Strategy 2021-2025 and its Action Plan, was approved by the Decision of the Council of Ministers No 585, dated 22.07.2020 and went into effect on January of 2021. To assist in the implementation of the Strategy and its Action Plan as well as to streamline collaboration with the Page 1 / 4 Strategy’s national coordinators, six (6) experts will be hired by the Programme and will be placed at the institutions affected by this Strategy, as follows: • The Ministry of Finance and Economy • The Ministry of Justice • The Ministry of Education, Sports and Youth • The Ministry of Culture • The Ministry of Foreign Affairs • The Bank of Albania Overall Objective of Assignment: This consultancy contributes to the successful realization of the programme “Engage the Albanian Diaspora to the Social and Economic Development of Albania. The objective of this Programme is to contribute to enhancing the engagement of Albanian diaspora to the development of Albania. The Fellowship scheme will be implemented, bearing in mind gender issues, in order to directly contribute to strengthening the institutional capacities on Diaspora engagement in Albania. Specifically, this consultancy will support the Bank of Albania in implementing some of the activities foreseen in the Action Plan of the Strategy. Core Functions / Responsibilities: Under the overall supervision of the IOM Head of Office in Albania, the direct supervision of the Programme Manager and the coordination of the Programme Assistant on Capacity Building, the successful candidate will be responsible for the following tasks: ➢ Cooperate with the Focal Point of the Bank of Albania as well as with two other coordinators assigned to take forth the National Diaspora Strategy 2021 - 2025 and its Action Plan in order to assist the Bank of Albania with the implementation of the actions of the Action Plan in its area of activities, in particular with the ones listed below: • Assist the responsible person within the institution in the drafting of annual reports produced by the Bank of Albania, or where the Bank of Albania is collaborating, that relates to the Albanian Diaspora, (Action 5); • Assist the responsible person within the institution in: - The annual assessment on remittances and stimulating banking policies for the Albanian Diaspora; - Developing and implementing a coherent and comprehensive policy for the administration of Diaspora remittances; - The reassessment of measures to increase migrant remittance flows by motivating migrants to bring their savings to Albania, (Action 40); • Assist the person responsible within the institution in: - Collaborating with the private banking system on expansion of banking services in the host countries of the Diaspora as well as for their relatives in Albania (mainly in rural areas), (Action 43); • In coordination with the responsible person, when feasible, make assessment and gather data related to remittances from the Albanian diaspora in Italy as one of the main host countries; Page 2 / 4 • Assist in strengthening the newspaper "Albanian Diaspora" with information resources on issues of interest to migration and diaspora and treatment of the latest financial developments in the country, (Action 65); ➢ Assist the person responsible within the Bank of Albania with communication and negotiation with external parties, such as regulators, external counsels and public authorities, as required; ➢ Collaborate with the State Minister for Diaspora to ensure that the National Action Plan is being followed correctly by the relevant institution; ➢ Provide monthly reports to IOM on work progress and challenges encountered; ➢ Participate in the meetings that IOM will organize; ➢ Perform other duties as may be assigned. Deliverables / Reporting The consultant will report directly to the Programme Manager on monthly basis. The reports will include details on the activities undertaken, results achieved, and challenges faced and suggestions for improvements in compliance with the above functions and responsibilities as well as other duties as may be assigned. The last report will also outline the main findings of the fellowship and provide recommendations for further implementation of the National Strategy of Diaspora and its Action Plan. All reports will be submitted in English and will be assessed and approved by IOM. Required Qualifications and Experience Education • Completed undergraduate and Master’s degree from an accredited academic institution in Finance; • Postgraduate relevant studies are considered a strong advantage; • Having obtained a degree from an academic institution in an EU country or abroad and/or proof of relevant work experience abroad is considered a strong asset. Experience • At least 3 (three) years of work experience in the financial sector; • At least 1 (one) year of work experience in a public institution or an international one; • At least 1 (one) year of work experience with public policies related to the finance sector; • Knowledge of policies related to the engagement of the Albanian Diaspora in the economic area is considered desirable; • High integrity and attention to detail skills; • Ability to work well with government officials and community personnel; • Excellent communication and analytical skills; • Good interpersonal skills and strong result orientation; • Good teamwork and pro-active skills. Page 3 / 4 Languages Fluency in English and Albanian is required. Working knowledge in Italian will be an advantage.
