Kalaw Street, Ermita 1000 Website: web.nlp.gov.ph Manila, Philippines INVITATION TO BID FOR Supply & Delivery of Filipiniana Books for the Batanes Provincial Library The National Library of the Philippines (NLP) through the authorized appropriation for FY 2013 General Appropriation Act (GAA) intends to apply the sum of One Million Four Hundred Two Thousand Three Hundred Ninety Six Pesos and Eighty Seven Centavos (PhP1,402,396.87) being the Approved Budget Contract (ABC) to payments under the contract for the Supply and Delivery of Filipiniana Books for the Batanes Provincial Library under Public Bidding No. 13-13. Bidding will be through Line Item Bidding. Bids received in excess of the ABC shall be automatically rejected at bid opening. The NLP now invites bids for the SUPPLY AND DELIVERY OF FILIPINIANA BOOKS FOR THE BATANES PROVINCIAL LIBRARY Delivery of the goods is required within 15 calendar days upon receipt of Purchase Order. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible to bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). Bidding will be conducted through open competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138. Interested Bidders may obtain further information from NLP Bids and Awards Committee (BAC) Secretariat and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM, Monday to Friday. A complete set of Bidding Documents may be purchased by interested Bidders beginning on December 3, 2013 from the address given below and upon payment of a nonrefundable fee in the amount of One Thousand Pesos only (PhP1,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the NLP, provided that Bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of bids. 3 The NLP will hold a Pre-Bid Conference on December 9, 2013 at 3:00 PM at the Training Room, 4th Floor, Mezzanine, NLP Building at T.M. Kalaw St., Ermita, Manila, which shall be open to all interested bidders. Bids must be delivered to the address below on or before December 19, 2013 at 3:00 PM. All Bids must be accompanied by a Bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Bid opening shall be on December 19, 2013 immediately after the deadline of submission of bids at the same venue. Bids will be opened in the presence of the bidders or authorized representatives who choose to attend at the address below. Late Bids shall not be accepted. The NLP reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
