JAMES J. BYRNES AWARDS FOR EXCELLENCE FACT SHEET THE PROGRAM: The James J. Byrnes Awards for Excellence program was established during Raymond Van Houtte’s administration as President of Tompkins Trust Company as a part of the bank’s Sesquicentennial Celebration.
