Adjournment County of Stettler No. 6 Council Meeting Page 4 - May 9, 2018 Request for Decision No. 2018 - 45 Agenda Item: 2018-20 Budget Issue To approve the 2018 Budget. Recommendation That the County of Stettler No. 6 approve the 2018, 2019 and 2020 Budget, attached and forming part of these minutes. General The budget incorporates a 1% increase in the Residential Municipal Property Tax Rate and a 2% increase in Farmland, Commercial/Industrial and Machinery and Equipment Municipal Property Tax Rate to off-set the 2017 rate of inflation of 1.6%. This is the final step for this year’s budgeting process as outlined below: • Departments Submitted Requests ................................................................... May 9, 2018 Financial Policy/Legislation Municipal Government Act: Section 242(1): - Each Council must adopt an Operating Budget for each calendar year. Section 243(1): - An operating budget must include the estimated amount of each of the following expenditures and transfers: (a) the amount needed to provide for the council’s policies and programs; (b) the amount needed to pay the debt obligations in respect of borrowings made to acquire, construct, remove or improve capital property; (c) the amount needed to meet the requisitions or other amounts that the municipality is required to pay under an enactment; (d) if necessary, the amount needed to provide for a depreciation or depletion allowance, or both, for its municipal public utilities as defined in section 28; (e) the amount to be transferred to reserves; (f) the amount to be transferred to the capital budget; (g) the amount needed to recover any deficiency as required under section 244. County of Stettler No. 6 Council Meeting Page 5 - May 9, 2018 Section 243(2): - An operating budget must include the estimated amount of each of the following sources of revenue and transfers: (a) property tax; (b) business tax; (c) business revitalization zone tax; (c.1) community revitalization levy; (d) special tax; (e) well drilling equipment tax; (f) local improvement tax; (f.1) community aggregate payment levy; (g) grants; (h) transfer from the municipality’s accumulated surplus funds or reserves; (i) any other source. Section 243(3): - The estimated revenue and transfers under subsection (2) must be at least sufficient to pay the estimated expenditures and transfers under subsection (1). Implementation/Communication The 2018 Budget will be implemented upon Council’s approval. We had some public input submitted by two ratepayers. One was looking for clarification on why fire budget was increasing over the next three years, which is due to capital replacement, as well as how the reserve for Buffalo Lake Municipal Reserve works, which I explained. The second individual had concerns about our gravel program and the direction that Council is going with it this year.
