For a permanent location and with security considerations, the 7th floor at George Allen Courts building was recommended to locate the Probate Courts. Court Order (2019- 1203) approved the feasibility analysis and concept design for the relocation. Design services are required for the construction documentation for demolition and new interior construction for the Probate Courts. OPERATIONAL IMPACT: Services will provide architectural design, interior design, acoustic design, MEP systems engineering, technology, fire protection and security design including existing project area due diligence review, schematic design, design development, construction documentation and contract administration. FINANCIAL IMPACT: GSR Andrade Architects has proposed fees in the amount of $482,000.00 for construction documentation and coordination services. Funding will be provided from Fund 196 Unallocated. LEGAL IMPACT: GSR Andrade Architects will provide services under the County's Architect/Engineering Indefinite Delivery Indefinite Quantity Professional Services Contract (Court Order 2019-0906). PROJECT SCHEDULE: Upon Notice to proceed, the anticipated time needed for construction documentation will be approx. 4 months and construction administration will be approx. 8-10 months after the award. SBE PARTICIPATION: Pursuant to Court Order 2019-0906. ADMINISTRATIVE PLAN COMPLIANCE: This award authorization supports Vision 1 of the County’s Administrative Plan. Dallas County is operationally a model governmental entity. Dallas County Facilities Management strives for the upkeep and safety of Dallas County Facilities that on a daily basis are used by Dallas County citizens and employees. RECOMMENDATION: It is recommended that the Commissioners Court authorize funds in the amount of $482,000.00 to GSR Andrade Architects for Design Services for the demolition and new interior construction for the Probate Courts at the 7th Floor of the George Allen, Sr. Courts Building. Funding will be provided from Fund 196, Unallocated Reserves. MOTION: On a motion made by TBD, and seconded by TBD, the following order will be voted on by the Commissioners Court of Dallas County, State of Texas: Be it resolved and ordered that the Dallas County Commissioners Court does hereby authorize funds in the amount of $482,000.00 to GSR Andrade Architects for Design Services for Demolition and new Interior Construction for Probate Courts at 7th Floor of George Allen Courts Building. Funding will be provided from Fund 196 Unallocated Reserves. Additional Services can be provided at the request and approval of the Owner. (Refer to IDIQ Dallas County / GSR Andrade Architects main agreement ) CONCEPTUAL DESIGN SCOPE (N/A – Not provided in Base Design Services) At the outset of Conceptual Design, the Owner will provide or coordinate a detailed program, square footage, CAD or other measured/to-scale site survey, current zoning, legal documents of land under consideration and desired building location. GSRA will review design requirements, parking, and other appropriate zoning requirements based on the Owner provided information to determine physical feasibility of the Owner’s program on the selected site; GSRA will also develop a site plan with proposed buildable area and a proposed conceptual design that complies with the zoning and land development requirements based on provided Owner items. CONCEPT DESIGN SERVICES BASE SERVICE ADDITIONAL SERVICES 1. Develop and document space requirements based on the Owner’s provided program. ● 2. Develop presentation site/floor plans from program requirements (One). ● 3. Develop colored/rendered site plan for review and approval (One). ● 4. Develop one set of color elevations for general feel of materials and design. ● 5. Attend pre-development review meetings (One) with AHJ. ● 6. Develop additional site plans or options; Major revisions to building area, parking ● requirements, landscaping, utility access, etc. 7. Develop additional rendering views, walkthroughs, or other 3D images. ● 8. Civil Engineering, Landscape Architecture, Environmental, Topographic & Boundary Survey, ● Geotechnical, Testing or other professional services. 9. Owner will also provide approval of all office equipment, appliances, furniture and special systems design (security, voice/data) requirements. Equipment and special systems design specifications should include at a minimum spatial, maintenance clearances and MEP requirements. DESIGN DEVELOPMENT SERVICES BASE SERVICE ADDITIONAL SERVICES 1. Review proposed foundation design with soils report. ● 2. Coordinate Owner provided exterior signage into the exterior elevations. ● 3. Coordinate site plan with Civil, Landscape, MEP and other Owner’s consultants to locate major site utilities and any permanent structures. ● 4. Develop life safety plan based on Owner approved Schematic Plan. ● 5. Develop wall and building sections with allowances for MEP and Structural based on ● Schematic Design narratives for each. 6. Incorporate all Owner/Tenant provided office and equipment, appliances, and furniture ● into the Owner approved Schematic Floor Plan and review any changes required. 7. Provide Design Development level floor plan with basic dimensions, and square footage ● for significant areas of the program, and the overall shell building. 8. Provide one-line diagrams of MEP systems based on Schematic Design narrative. ● 9. Develop reflected ceiling plan and review ceiling heights, light levels and design. ● 10. Develop one (1) basic interior finish scheme for presentation and Owner approval. ● Includes standard finishes, millwork, and lighting. 11. Develop and review outline specifications with Owner. ● 12. Attend and document in person meeting to review DD drawings/deliverables with Owner. ● 13. Meet with local authorities having jurisdiction, as required to address questions ● 14.
