The first examined whether there is a continuing need for the functions of the body. The first stage draft report was presented to the National Assembly’s Culture Committee on 28 March 2001. It concluded that there was a continuing need for the body and its functions. The executive summary of the first stage review is at Appendix 1 of this report. This second stage of the Review considers what improvements might be made to its strategic effectiveness and accountability. The review has concentrated on three key aspects of the WLB’s work: • Its strategic planning and the setting of priorities and targets • Its internal organisation and operations • Its corporate governance In each case, the report sets out the context, provides an analysis and gives conclusions and recommendations based on the analysis. This summary gives a synopsis of the conclusions and details the recommendations. The review identifies areas where there is scope for improving the WLB’s effectiveness but does so in a context which recognises the achievements of the WLB to date. As we said in the first stage report, the Board can justifiably claim credit for its contribution to the positive changes in attitude to the Welsh language during the past few years and for undertaking its mission in a strategic and professional way. The recommendations cover issues raised in the course of the review, both by the review team and those who were consulted as part
