Impact Assessment (DEIA) is for the project entitled the “Proposed Development of an Integrated Petroleum Hub and Maritime Industrial Park including Reclamation at Tanjung Piai, Johor, Malaysia” (“the project”). The project proponent is a joint-venture between the State Government of Johor Darul Takzim and the State Secretary Johor (Incorporated) and Spektrum Kukuh Sdn. Bhd. (“the proponent”). Where significant impacts have been identified mitigation measures are proposed in order to reduce the level of impact and an Environmental Monitoring Program is proposed. 1 2 Statement of Need 2.1 Strategic Opportunity One third of the world crude oil trade passes through the Strait of Melaka. Singapore has developed into a major storage terminal for oil trading over the years. However, future demand for storage terminal is limited by land scarcity in Singapore. The project is a strategic opportunity to tap into the world’s crude oil market that passes through the Straits of Melaka and spillover from Singapore’s major storage
