The survey portion of the project was carried out between June 1988 and January 1989. Fieldwork was conducted by Bernard L. Herman (principal investigator), Max Van Balgooy, and Gabrielle Lanier. Research was developed by Bernard L. Herman, Max Van Balgooy, and Rebecca Siders. The purpose of the survey was to identify all resources located within the middle portion of the Upper Peninsula Zone that were potentially eligible for nomination to the National Register of Historic Places under the theme or historic context of "Upper Peninsula Zone, 1770-1830 +/-, DwelLingsjStair hall and customary plansjGeorgian and Federal Vernacular style." This historic context is described in detail in the National Register of Historic Places Multiple Property Documentation Form, Dwellings of the Rural Elite in Central Delaware. 1770-1830. The specific geographic area for the survey included Pencader, Red Lion, St. Georges, Appoquinimink, Blackbird, Duck Creek, Little Creek, and Kenton hundreds (see Figure 1). Survey staff began by reviewing the cultural resource survey inventory files at the Bureau of Archaeology and Historic Preservation for the Kent County hundreds included in the survey area. This review produced a preliminary listing of all sites included in the cultural resource inventory (see Appendix A). This comprehensive list was reduced to those resources that were significant within the specific historic contexi. Many of the resources that were eliminated at this stage may actually be eligible under other contexts or as archaeological sites. The list was then further reduced by eliminating all resources that were already listed on the National Register of Historic Places (see Appendix B). In Kenton Hundred, for example, all of the eligible resources had already been listed under the Kenton Hundred Multiple Resource Nomination. For the hundreds in New Castle County, Dr. Herman reviewed office copies of the cultural resource survey maps and compared the marked sites with a list of the resources that were already listed on the National Register. This left a total of 24 sites spread throughout St. Georges, Appoquinimink, Blackbird, Duck Creek, and Little Creek hundreds that had been determined potentially eligible under the historic context but required on- site visits to examine issues of integrity (see Appendix C). If the site visit proved that the building reflected the historic context and met the criteria for integrity established by the National Park Service, it was considered as a candidate for nomination. Ten of the 24 properties were determined eligible for nomination to the National Register of Uistoric Places. Prooertv Criteria D. W. Thomas House (N-6237) A, C Hill Island Farm (N-5898) Green Meadow (N-6240) Brook Ramble (N-101) Vandyke-Heath House (N-5891) Johnson Home Farm (N-4247) Mount Jones (N-1503) Windsor (N- ) Savin-Wilson House (K-3967) Mount Pleasant (K-3863) These properties were all fully documented through photographs, measured floor plans, and architectural descriptions. Historical narratives outlining the owners and occupants of the building during the applicable period placed the properties within the estatjlished historic context. Sources of information included deeds, orphans court records, wills, probate inventories, tax lists, historic maps, secondary sources, and statistical data bases created from historical materials.
