REQUEST FOR PROPOSALS OPERATION OF A BOARDWALK RESTAURANT AT PLAYLAND AMUSEMENT PARK PLAYLAND PARKWAY RYE, NEW YORK 10580 The County of Westchester, Department of Parks, Recreation and Conservation, requests proposals from qualified individuals or business entities interested in operating a boardwalk restaurant concession as well as a daily boat parking service at Playland Park located at 1 Playland Parkway, Rye, NY 10580. It is anticipated that the term of the agreement will be for five (5) years, with the sole option of the County to extend the license for an additional period of five (5) years. The intent of this Request for Proposals (RFP) is to seek out and select a licensee who will provide a full-service restaurant which will take advantage of the prime waterfront location on Long Island Sound. The Licensee will be required to furnish a Security Deposit as specified in Section 5.0 of the RFP. There will be a mandatory site inspection at the Playland Park as noted in Section 13.0 of this Request for Proposals. Playland is an amusement park owned and operated by the County of Westchester. It is the only Art Deco amusement park in America and is a National Historic Landmark. The 280 acre park, located on picturesque Long Island Sound, offers a variety of rides, games of chance, refreshment stands and miniature golf course, with a garden promenade in the center. Playland Amusement Park opened to the public in 1928 and attendance in recent years averages half a million visitors per season. All proposals must be received in the Office of the General Manager, Playland, Playland Park, 1 Playland Parkway, Rye, New York by 5:00 p.m., on November 22, 2019. Westchester County will not be responsible for any internal or external delivery delays, which may cause the RFP to arrive beyond the deadline. The firm must submit an original plus ten (10) copies of the proposal by November 22, 2019. An evaluation committee comprised of appropriate personnel will review the proposals and may, if necessary, conduct interviews with one or more of the qualified firms as part of the final selection process. The County reserves the rights to accept, reject or negotiate modifications to any proposal, as it shall, in its sole discretion, deem to be in its best interest. Please note that the following attachments/schedules must be completed in full and submitted with the proposal. Failure to do so may constitute grounds for disqualification: Attachments 1, 2, 3A, 3B, 3C and 6 as well as Schedules C, D, E, F and G.
