(Section 113 of the Foreign Assistance Act of 1961 as amended.) In September 1974, the Agency for International Development (A.I.D.) directed the central and regional bureaus and all seas missions to over­ incorporate a "conscious concern" for women in all programming processes including concept implementation and design, review, and final evaluation.
