Thank you from resident for drainage improvements (INFORMATIONAL ITEM) 1 The Borough received a call from Mrs. Betty Zwichler that thanked the Borough for conducting stormwater improvements as part of its 2020 paving of Leafdale Way. The resident indicated that these upgrades have solved an ongoing damp basement issue that she had been experiencing during heavy rainfall. 7. Department and Borough Manager's Reports 7.a. Consider accepting the Department and Borough Manager's Reports. (ACTION ITEM) Mr. President, I move to accept the Department and Borough Manager's Reports for the Period ending February 28, 2021 as presented. President's Report - Mr. Harold Smith 8.a. Joint School Board/Borough Council Meeting (DISCUSSION ITEM) A Joint Council-School Board Meeting has been scheduled for Tuesday, March 30th at 7PM. As the meeting room at the Borough Building is not large enough to accommodate this meeting while pandemic-related capacity restrictions are in place, the School District will serve as host, and the forthcoming August meeting will take place at this location. 8.b. Brentwood Receives Designation as Banner Community for the 7th Year In A Row. (INFORMATIONAL ITEM) For the seventh consecutive year, the Borough has been designated as a Banner Community by the Allegheny League of Municipalities. This award is granted to communities with an "outstanding commitment to professional development, prudent fiscal management, transparency, accountability and proactive communications." 9. Mayor's Report - Mr. Dennis H. Troy 10. Administrative and Finance Committee - Mr. John Frombach 10.a. Consider approving minutes from the February 2021 Council Meetings. Consider authorizing the Borough Manager to bind the Public Officials Liability, Law Enforcement Liability, Property Liability, Cyber Liability, and General Liability Insurance policies with the lowest quoted provider for a period of April 1, 2021 through March 31, 2022. (INFORMATIONAL ITEM) 3 Mr. President, the Borough's insurance broker is presently gathering quotes that are associated with the renewal of our property and liability policies. A recommendation to ratify the policies with the lowest quoted provider for the period of April 1, 2021 through March 31, 2022 will be presented at next week meeting. 10.e. Updates to Borough Policies associated with Cyber Security. (DISCUSSION ITEM) 11. Public Works Committee - Ms. Jennifer George 11.a. Consider authorizing the Borough to enter into an agreement with Pennsylvania American Water regarding service termination (ACTION ITEM) Mr. President, I move to authorize the Borough to approve the agreement presented by Pennsylvania American Water, which is associated with the acceptance of a new series of terms and conditions that have been implemented to regulate the service termination process. New Standard Shut Off Agreement.v2.pdf 11.b. Sidewalk Cost Sharing Program Contract Mr. President, the 2021 Shared Cost Sidewalk Restoration Program contract has been advertised to bidders. A bid opening occurred this morning, and the bids are currently being reviewed. It is anticipated that Council will award a contract at next week's meeting. 11.c. Shared Cost Sidewalk Restoration Program Unit Cost (INFORMATIONAL ITEM) Mr. President, following the tabulation of bids, a recommendation will be made to set the resident unit costs for participation in the Shared Cost Sidewalk Restoration Program. 11.d. Street Rehabilitation and Maintenance Project Contract (DISCUSSION ITEM) Mr. President, the 2021 Street Rehabilitation and Maintenance Project contract has been advertised to bidders. A bid opening occurred this morning. Said bids are being reviewed, and it is anticipated that Council will award the contract at next week's meeting. 11.e. Borough commences use of new electronic bidding system (INFORMATIONAL ITEM) Mr. President, beginning with the 2021 sidewalk and paving programs, the Borough has transitioned to an entirely electronic system for the 4 management of the bidding process for capital projects. Interested contractors can download documents directly from the Penn Bid website, and it is no longer necessary for staff to invest time in the development of paper specification booklets. The use of an online system has additionally increased the number of bidders by making the Borough's project more visible and more accessible to contractors. There is no fee for the Borough to utilize this service; instead, the successful bidder will be assessed a small fee by the software vendor. 11.f. Brownsville Road Streetscape Project Resumes (INFORMATIONAL ITEM) Mr. President, after construction was temporarily suspended for the winter season, as of March 8th, the Borough's contractor has resumed construction as part of the Brownsville Road Streetscape Enhancement Project. 12. Zoning and Ordinance Committee - Mr. Rich Schubert 12.a. Planning Commission Meeting Scheduled (INFORMATIONAL ITEM) Mr. President, the Planning Commission meeting is scheduled to convene on March 18th. The board will review two items. First, the body will consider the Borough's request to rezone the recently acquired parcel at 3630 Pary Street. Second, the commission will review a request for a lot line revision to permit the owner of 3011 Bremen Avenue to purchase a portion of the adjoining lot for the purpose of installing a driveway. Consider Ordinance No. 1294: Zoning Map Amendment Mr. President, Council is scheduled to hold a public hearing regarding proposed Ordinance No. 1294 immediately prior to next week's Council meeting. It is anticipated that the board will consider this ordinance, which pertains to the rezoning of 3630 Pary Street to become part of the MUN District, that same evening. Tree Planting Date Scheduled Mr. President, the Borough has received confirmation that new trees will be added to Brentwood Park under the Treevitalize grant program on April 21st. Due to the pandemic, the Western Pennsylvania Conservancy will be conducting the planting event using its internal staff. 13.b. Consider approving the purchase of park trees in the not to exceed amount of $2,500 to be paid from the Borough General Fund Line Item 01-454- 5 700 Park Minor Purchases. (ACTION ITEM) Mr. President, on the recommendation of the Parks & Recreation Committee, I move to approve the purchase of park trees in the not to exceed amount of $2,500 to be paid from the Borough General Fund Line Item 01-454-700 Park Minor Purchases. 14. Public Safety Committee - Mr. AJ Doyle 14.a. Civil Service Commission Reorganization Meeting (INFORMATIONAL ITEM) Mr. President, the Civil Service Commission will hold its reorganization meeting on April 6th at 7PM. 15. Community Affairs Committee - Dr. Robert Pasquantonio 15.a. Municipal Building Dedication as Part of Fourth of July Festivities (DISCUSSION ITEM) Mr. President, with the pandemic finally beginning to subside, it is possible for the Borough to consider scheduling the formal dedication ceremony for the new municipal building. In recognition of Brentwood's strong association with the July 4th holiday, Council might consider scheduling this event as part of that weekend's festivities.
