Item 19 North York Moors National Park Authority National Park Authority 21 March 2016 Large-Scale Recreation Events 2015 1. Purpose of the Report 1.1 To inform Members of the level of large-scale recreation events in the National Park. 2. Background 2.1 The Head of Recreation and Park Management, acting under the terms of an agreement with Natural England monitors the level of large-scale recreation events that could have an adverse impact on the fabric of the National Park and its communities and visitors. Organisers are offered guidance to reduce potential conflicts and are usually very receptive to requests to modify their plans. They are sometimes required to seek formal consent from Natural England for activities that are potentially damaging to an SSSI and a working arrangement is usually agreed that negates this risk. 3. 2015 Report 3.1 A comprehensive list of large-scale recreation events in the National Park in 2015 appears at the Appendix. 3.2 A mainly off-road cycle-sportive “Moors and Shores” had 328 riders on the Cinder Track from Stainsacre to Burniston in April. Not a race, but a timed event, this generated complaints regarding the perceived excessive speed of riders on this popular route conflicting with other users, despite advance warning notices having been posted and instructions to ride responsibly. The organisers are keen to run the same route again this year and have promised to increase Cinder Track marshalling to address this issue. 3.3 Trail and ultra-races (runs over 26 miles long) have again seen an increase in popularity, with more events and more runners taking part, but to reduce potential conflicts, entry numbers on the Hardmoors events are now restricted. A new 160 mile race over the Tabular Hills Walk and the Cleveland Way saw 29 starters and an impressive 16 finishers. 3.4 An historic touring car road rally is planned to come through Snilesworth on 15 April - just one day after the period for usual objection on the grounds of it using an unfenced moorland road in areas where sheep are grazed between 14 April and 14 June. Sheep are unlikely to be turned out here by 15 April, but the organiser has committed to informing all crews in writing in the route notes to beware of lambs on this road; to setting a low average speed for this section and to erecting boards saying "Beware Lambs" on the road side on the day of the event. Given this undertaking, the planned event has not been opposed. 3.5 At the request of a moorland estate a planned September mountain bike orienteering event was moved from Saturday to Sunday to avoid conflict with a shoot. 3.6 The road cycling Tour de Yorkshire came through the National Park in late spring. It was a very successful, well managed event and plans are underway for a similar route, but incorporating Sutton Bank this year. 3.7 We are closely involved in the preparations for the 2016 race on 1 May (being led by Welcome to Yorkshire and NYCC with Police) also, a meeting has been held, by us, for landowners and local people to express their views/concerns – it was very positive. Stewards are being briefed regarding avoiding disturbance to livestock and wildlife, damage to walls etc and the most will be made of the opportunity to get messages across to spectators regarding ground nesting birds, access with dogs, fires and sheep on roads. Whilst event management is the responsibility of Welcome to Yorkshire and NYCC, our rangers and volunteers will be out and about to help visitors enjoy the event responsibly and make the most of the occasion. We are planning events at both centres, developing proposals for land art in conjunction with Hambleton DC and will be supporting local communities with provision of bunting as this was so popular last year. 4. Financial and Staffing Implications 4.1 No change. 5. Contribution to National Park Management Plan 5.1 Events protocols were used to minimise conflicts between Recreational activities and: • (U5) the interests of communities, land managers and other user groups • (U6) conservation of the special qualities of the National Park 6.
