FULL COUNCIL MEETING MINUTES MINUTES of the Wrockwardine Wood & Trench Parish Council Meeting held on Tuesday 14th December 2010 at the Parish Council Centre, Church Road, Wrockwardine Wood at 7pm. PRESENT: Cllr’s. C.F. Smith – in the Chair, L.T. Brayne, K. Hanmer, M. Hanmer, D. Plant, K. R. Watkins and S.A. Watkins . IN ATTENDANCE: Three members of the public and TWC Cllr. Bob Groom. 10/2020 APOLOGIES FOR ABSENCE RESOLVED - to accept apologies from Cllr’s. D. Pearce (regeneration meeting), H. Smith (illness), and B.J. Thompson (hospital appointment). 10/2021 DECLARATIONS OF INTEREST There were no declarations of interest in any item specified in the agenda. 10/2022 PUBLIC SESSION a) A resident said that he listened to someone on Shropshire Radio questioning Andrew Eade on the proposed traffic lights at St. Georges Road/Wrockwardine Wood Way. Andrew Eade apparently said that they have not been installed yet because of Asda. Cllr. Brayne pointed out that several companies in the area including Asda have contributed financially to a scheme under a Section 106 agreement. It was AGREED to write to TWC to find out the true position and question what has happened to the money already raised. b) A resident asked if the bushes at the rear of the bungalows on Chapel Terrace could be cut back as they restrict vision to the left when exiting New Road onto Wrockwardine Wood Way. c) A resident expressed concern that the path to the Ashes section in the Church yard is uneven and restricts access to anyone who is unsteady on their feet and asked if anything can be done. Cllr. Smith said that we will have a look at the problem. 10/2023 The Minutes of the Parish Council Meeting held on Tuesday 9th November 2010 were confirmed as a correct record and signed by the Chair. 10/2024 CORRESPONDENCE a) Telford & Wrekin Council – Letter from Dave Hanley regarding Recycling Bring Bank Withdrawal. The letter says that the Kerbside Recycling Scheme has resulted in under use of the Bring Banks and they will be withdrawn over the coming months starting on 4th January 2011. They will still be available at the four Community Recycling Centres. b) Telford & Wrekin Council – Confirmation of registration of part of St. Lukes Playing Field as a Village Green. A copy of a letter from Emma Harvey, Solicitor confirming that the land has been formally registered as a Village Green and a copy of the application form and plan have been received. 1 c) Telford & Wrekin Council – Letter regarding corrections to the Register of Electors. The letter says that some properties in our parish have been allocated to the wrong polling districts on the register and will be corrected in the new register due out on 1st December 2010. Corrections to our Register of Electors include some properties in Richmond Avenue, one property in Springfield Road and one property in Stafford Road. These will now be allocated to Oakengates d) Wellington Cottage Care and No Panic – Thank you letters for grants. e) Local Government Boundary Commission Consultation on policy and procedures for electoral reviews. Comments are requested by 31st December 2010. The Clerk was instructed to submit comments on the Council’s behalf. f) NHS Trust – Consultation on a proposed new NHS Trust to provide community health services. Comments are required by 17th December 2010. The Clerk was instructed to submit comments on the Council’s behalf. g) Letter received from a resident concerning Church Road – The letter comments on the briefing note received at our last meeting and urges the Parish Council to pursue a satisfactory solution to the problems on Church Road. Correspondence received after publication of the agenda: a) Email received from Amanda Roberts advising that they have been given the go ahead and will now start to prepare the traffic regulation order for Malcolm Davies Drive. A drawing of the proposals has been received and Amanda asks for any comments. b) Email received from Ellie Gormley advising that work on Trench Lock/Sommerfeld Road junction has been postponed because of the weather and the current closure has been removed until after Christmas. c) Letter from NHS Telford & Wrekin and consultation document on securing the future of hospital services in Shropshire, Telford & Wrekin. Brayne said that 30mph signs are needed in this area because vehicle speed from St. Georges Road into Moss Road is excessive. Cllr. Smith pointed out that councils have been told to reduce street clutter and are not likely to have repeater signs if there are already signs at the start of the road. RESOLVED – to write to Telford & Wrekin Council to request the installation of small 30mph signs on lamp posts or road markings on Moss Road to remind drivers of the speed limit. 10/2028 To consider a request from Cllr. Bob Groom for a financial contribution towards a proposed footpath near to Oakengates Leisure Centre. RESOLVED – to ask Cllr. Groom to address the meeting to give members more information on this proposal. Cllr. Groom said that the path is located at the side of Oakengates Leisure Centre where there is currently a set of steps. The proposed footpath would link the New Road footbridge with the network of footpaths to the North of Wrockwardine Wood Way and West of New Road and provide a ramp for wheelchair users and people with pushchairs. Cllr. Groom said that he has also approached Oakengates Town Council to ask them to contribute as this path is in their area. RESOLVED – to ask the Finance Committee to consider this request at their next meeting in January. 10/2029 ANY ITEMS OF INFORMATION OR ITEMS FOR THE NEXT AGENDA Cllr. C.F. Smith expressed concern that Church Road is to close on Saturday 18th December for seven days for pipe works and there has been no notification except for a very small advert in the Shropshire Star. RESOLVED – to write to Telford & Wrekin Council to object to the closure of Church Road, and to request that they find an alternative way to carry out any work required in this area that does not involve complete closure of the road. It was agreed to point out that this road is on a very busy bus route and no alternative route has been advertised. It was also agreed to point out that the timing of the closure is unfortunate and residents are concerned that they will be unable to make hospital appointments next week. 10/2030 DATE & VENUE OF THE NEXT MEETING The next Full Council Meeting will be held on Tuesday 11th January in the School Hall at 7pm.
