We, the Local Government Boundary Commission for England, having carried out our initial review of the electoral arrangements for the district of Kerrier i.: accordance with the requirements of section 63 of, and Schedule 9 to, the Local Government Act 1972, present our proposals for the future electoral arrangements for that district; 2. In accordance with the procedure laid down in section 60(l) and (2) of the 1972 Act, notice was given on 31 December 1974 that we were to under- take this review. This was incorporated in a consultation letter addressed to Kerrier District Council, copies of which were circulated to Cornwall County Council, parish councils and parish meetings in the district, the Members of Parliament for the constituencies concerned and the headquarters of the main political parties. Copies were also sent to the editors of the local newspapers circulating in the area and of the local government press. Notices inserted in the local press announced the start of the review and invited comments from members of the public and from interested bodies. 3. Kerrier District Council were invited to prepare a draft scheme of representation for our consideration. In doing so, they were asked to observe the rules laid down in Schedule 11 to the Local Government Act 1972 and the guidelines which we set out in our Report No. 6 about the proposed size of the council and the proposed number of councillors for each ward. They were also asked to take into account views expressed to them following their consultation with local interests. We therefore asked that they should publish details of their provisional proposals about a month before they submitted their draft scheme to us, thus allowing an opportunity for local comment • 4. The District Council have exercised an option for a system of whole council elections in accordance with section ?(4)(&) of the Local Government Act 1972. 5. On 20 June 1975, the District Council submitted their draft scheme of representation* The Council proposed to divide the area of the district into 21 wards, each returning 1, 2 or 3 councillors to form a council of 42 members* 6. Copies were sent to us of correspondence between the District Council, parish councils and parish meetings during the period when the scheme was being prepared. The District Council incorporated in their draft scheme all the suggestions they had received except for those from Mabe Parish Council, who wished to allocate an extra councillor to the Mabe and St Gluvias ward; Mawnan and Budook Parish Councils, who wished to allocate an extra councillor to the Mawnan and Budock ward; and Helston Town Council, who proposed the division of the proposed Helston ward into two 2-member wards. 7* We considered the draft scheme submitted by the Council together with the comments received and noted that, with the exception of the Mullion Coxy and Gunwalloe, Helston, Wendron and Sithney, Redruth South, and St Day and Lanner wards, it would provide a basis of representation in compliance with the rules in Schedule 11 to the. Local Government Act 1972 and the guidelines which we set out in our Report No. 6. 8. We then considered whether the draft scheme could be modified in order to achieve a better standard of representation and we saw scope for improvement by allocating an extra councillor to the Uullion Cury and Gunwalloe ward and dividing the Heiston ward into two 2-memher wards* The effect of these modifications was to raise the size of council from 42 to 44 members. We also decided to give the name of Mull ion to the Mull ion Cury and Gunwalloe ward; and the name of Meneage to the Mawgan-in-Meneage with Manaccan, St Martir. *\~A St Anthony-in-Meneage ward. 9. Subject to the changes referred to in paragraph 8 above and to a number of minor ward boundary adjustments proposed for technical reasons by Ordnance Survey, we decided that the District Council's draft scheme provided a reasonable basis for the future electoral arrangements for the district in compliance with the rules in Schedule 11 to the 1972 Act and our guidelines and we formulated our draft proposals accordingly. 10. On 28 February 1977 we issued our draft proposals and these were sent to all who had received our consultation letter or had commented on the District Council's draft scheme. The Council were asked to make these draft proposals and the accompanying map, which defined the proposed ward boundaries, available for inspection at their main offices. Representations on our draft proposals were invited from those.to whom they were circulated and, by public notices, from other members of the public and interested bodies. We asked for comments to reach us by 29 April 1977- 11. Kerrier District Council supported all the wards in our draft proposals except the Mawnan and Budock ward. In this case, the Council revised their forecast electorate figure and suggested that the ward justified the allocation of an extra councillor. Cornwall County Council supported the representation submitted by the District Council. 12. Mawnan and Budock Parish Councils also objected to our proposed Mawnan and Budock ward. They supported the District Council's suggestion for the allocation of an extra councillor, but their first preference was for a two member ward linking their parishes with the area of a polling district in Constantine parish. 13* Wendron and Sithney Parish Councils objected to our proposed Wendron and Sithney ward and suggested that the large area of the ward justified the allocation of an extra councillor. 14» We reviewed our draft proposals in the light of the comments which we had received. We noted that the suggestion for an additional councillor for the Mawnsn and Budock ward, made by the District Council and supported by the County Council and Mawnan and Budock Parish Councils, and the suggestion for an additional councillor made by the parish councils of Wendroh and Sithney, did not provide a better standard of representation than our draft proposals. We also noted that Constantine Parish Council objected to the other suggestion made, by the Mawnan and Budock Parish Councils for a polling district from Constantine parish to be incoperated in the Mawnan and Budock ward. We decided that our draft proposals should be confirmed and we formulated our final proposals accordingly. 15* Details of these final proposals are set out in Schedules 1 and 2 to this report. Schedule 1 gives the names of the wards and the number of councillors to be returned by each. A detailed description of the boundaries of the proposed wards, as defined on the attached maps, is set out in Schedule 2. PUBLICATION 16. In accordance with section 60(5)(b) of the Local Government Act 1972, a copy of this report and copies of the maps are being sent to Kerrier District Council and will be available for public inspection at the Council's main offices. Copies of this report (without maps) are being sent to those who received the consultation letter and to those who made comments. L.S.
