EXECUTIVE SUMMARY NATIONAL BLUEPRINT FOR LITHIUM BATTERIES 2021–2030 June 2021 A MESSAGE FROM THE SECRETARY The Biden Administration has laid out a bold agenda to address the climate crisis and build a clean and equitable energy economy that achieves carbon-pollution-free electricity by 2035, and puts the United States on a path to achieve net-zero emissions, economy-wide, by no later than 20501 to the benefit of all Americans. Lithium-based batteries power our daily lives from consumer electronics to national defense. They enable electrification of the transportation sector and provide stationary grid storage, critical to developing the clean-energy economy. The U.S. has Jennifer M. NATIONAL BLUEPRINT FOR LITHIUM BATTERIES 2021–2030 OVERVIEW This document outlines a national blueprint to guide investments in the urgent development of a domestic lithium-battery manufacturing value chain that creates equitable clean-energy manufacturing jobs in America, building a clean-energy economy and helping to mitigate climate change impacts. The worldwide lithium- battery market is expected to grow by a factor of 5 to 10 in the next decade.2 The U.S. industrial base must be positioned to respond to this vast increase in market demand that otherwise will likely benefit well-resourced and supported competitors in Asia and Europe.
