50 APPENDIX www.placemakingchicago.com Plan of Stakeholders Plan of Stakeholders It is not an exaggeration to say that Logan Circle could become the greatest for Logan Circle public space in Philadelphia and one of the best in the world. Its spectacular Philadelphia, Pa. fountain and location as the centerpiece of the city’s most prominent institu- tions makes it unique. However, the park is cut off from its surroundings by five lanes of fast moving traffic, making its fountain nearly inaccessible. The public buildings surrounding the circle seem to be hiding as well, with noth- ing on the outside to announce their presence. Essential to improving Logan Circle, then, was involving the institutions surrounding it in the circle’s transformation. These significant stakeholders -- the Free Library of Philadelphia, Franklin Institute, Academy of Natural Sci- ences, Moore College of Art and Design, Cathedral Basilica of St. Peter and Paul, Family Court, and Four Seasons Hotel – not only participated in the placemaking process, but also became partners in implementing the vision. New ideas for a revitalized Logan Circle were generated through the use of on-site observations, interviews and surveys of community members, a traf- fic study focusing on pedestrian access, four placemaking workshops, and a public forum. Participants recommended short-term improvements to create attractive, vibrant public spaces in front of the institutions to enhance their presence and contribute to Logan Circle’s overall sense of place. They devel- oped longer-term plans to reduce the size of the roadway around the circle and improve pedestrian access. Figure 1. Plan of Stakeholders.
