General Description 1.1 General Description 1.1.1 Project Source The proposed S221Xinqiao-Dabeibu highway section is one of the five local counterpart highway upgrading components of Highway Project H (Tongling-Tangkou Expressway) which Anhui Province is applying for the World Bank to finance. This component is finally put forward out of 15 sections selected from more than 400 highway sections totaling 8000km long, based on comparison conducted by Anhui Provincial Communications Department of China. The criteria of selection for the highway maintenance component are: (I)Beneficial to the improvement of local transportation and economic development in the poverty stricken areas; (2)The average indicators (PQI) of road surface quality are low and the surface is poor, (3)The daily traffic volume is larger than 1500 vehicles;(4)V/C is over 1.0; (5) Local governments and people along the road have strong desires; (6) The road shall be upgraded on existing basis which shall not require huge quantity of construction; (7)The road sections are classified as Grade II-IV with the width of subgrade equal or less than 9m; (8) The section generates better social and economic benefits comparatively. IRR is over 20%. Table 1-1 shows that the proposed S221Xinqiao-Dabeibu highway section meets the above criteria. Technical Status of S221Xinqiao-Dabeibu Highway Section Table 1-1 Grade Surface status Local support V/C Daily vehicle (no ) | EIRR(%) VlI | poor support 1.66 1662 23 9 Extract from "Studies on Anhui Provuice Highway Project II Financed by the World Bank * Rural Road Upgrading Components " According to "Environmental Protection Management Rules of Project under Construction", 253rd order of the State Council, and "Environmental Assessment" (OP4.01), the World Bank Operational Policies and Guidelines, and coordinating the development of highway construction and environmental protection, Anhui Provincial Highway Administration Bureau, in April 2002, entrusted the job to Hefei Design & Research Institute, Ministry of Coal Industry, of environmental impact assessment on the upgrading project of S22 IXinqiao-Dabeibu highway section. 1.1.2 Category of Environmental Assessment In line with the criteria set out in the World Bank "Environmental Assessment"(OP4.01), the environmental assessment of S221 Xinqiao - Dabeibu highway section should be classified as class A in consistence with Tongling-Tangkou Highway Project which environmental assessment is Class A. Therefore Environmental Impact Assessment report should be prepared. 1.1.3 Process of Environmental Assessment The assessment unit, after accepting the entrustment, set up an environmental assessment group in April 2002, aiming at fulfilling the task of environmental impact assessment. The group is composed of environmental engineers, environmental monitoring specialist, ecological expert and sociologist. From April to August of 2002, the group collected data relating with social and economic development in the project affected areas, existing status of highways and the project feasibility study With the cooperation of departments of highway administration, environmental protection, cultural relics administration and forestation, the completed work contains site visits, investigation, public participation, and consultation along S22 lXinqiao - Dabeibu highway section, and also includes site investigation relating environmental status, environmental sensitive points and environmental status monitoring along the highway. Based on the site visits, data collection and status monitoring, the group conducted analysis, selection, conclusion and forecasting calculation and assessment, proposed corresponding protective measures and cost estimation and worked out environmental management plan, monitoring plan, the schedules of public participation and information disclosure. Finally the group prepared the draft "Environmental Impact Report" and submitted to the World Bank for review in August 2002. From October to November 2002, the group conducted investigation at sites again and revised the EIA according to the comments of the Bank pre appraisal mission. Now this version
