Clarke has been practicing law in New York State for over forty years. As the managing attorney of the Cooke & Clarke Law Firm of Garden City, L.I., he specializes in municipal law, real estate, commercial, and estate litigation. He is currently General Counsel to the Roosevelt (Long Island, NY) Fire District and the Hempstead Village Housing Authority. He is also Special Counsel to the Hempstead Village Community Development Agency. Clarke is the retired Village Justice of the Village of Hempstead and served as an Acting City Court Judge in the City of Long Beach (NY). He served as Appointed Counsel to the Deputy Speaker of the New York State Assembly. As a retired Magistrate Judge, he currently serves as Special Referee for the Supreme Court Appellate Division 2nd Department. He is a former Village Trustee and Deputy Mayor of Hempstead, Past President of the Nassau County Bar Association, and a member of the Office of Court Administration’s Civil Practice Law and Rules (CPLR) Advisory Committee since 2008. During his career, he has received numerous awards for public service. HENRY M. GREENBERG, ESQ., is the immediate past President of the New York State Bar Association, the largest voluntary state bar association in the nation. A former Counsel to the New York State Attorney General, General Counsel to a major New York State agency, and federal prosecutor, Greenberg has handled numerous high-profile matters. He concentrates his practice on civil litigation, criminal and civil investigations, and regulatory and administrative law. From 2007 to 2010, Greenberg served as Counsel to then New York State Attorney General (now Governor) Andrew M. Cuomo. He also served as General Counsel for the New York State Department of Health from 1995 to 2000. Other government posts he has held include: Counsel to the Lieutenant Governor of New York State (1995), an Assistant United States Attorney for the Northern District of New York (1990 to 1995), and law clerk to then Associate Judge (later Chief Judge) Judith S. Kaye of the New York Court of Appeals (1988–1990). In June 2020, Greenberg was appointed by the Hon. Janet DiFiore, Chief Judge of the State of New York, to serve as Chair of the Commission on the Future of New York’s Courts. He is Counsel to the New York State Commission on Judicial Nomination, which nominates New York’s Court of Appeals judges, and chairs the Third Department Judicial Screening Committee. He also is a member of the State Judicial Screening Committee, the New York State Judicial Institute on Professionalism in the Law, and the Advisory Group of the New York State and Federal Judicial Council. He is Vice Chair of Statewide Programming for the Historical Society of the New York Courts, a Life Fellow of the New York Bar Foundation, and a Fellow of the American Bar Foundation. Greenberg is a frequent lecturer and has been published numerous times on a wide range of legal subjects. HON. LAWRENCE K. MARKS was appointed New York’s Chief Administrative Judge in 2015. In that role, he oversees the day-to-day administration and operation of the statewide court system, with a budget of $3 billion, over 3,000 state and local judges, and 15,000 nonjudicial employees in over 300 locations. He previously served as First Deputy Chief Administrative Judge, Administrative Director of the Office of Court Administration, and Special Counsel to the Chief Administrative Judge. Prior to joining the state court system, he was senior supervising attorney with the Legal Aid Society in New York City, a litigation associate with Hughes Hubbard and Reed, and law clerk to U.S. District Court Judge Thomas C. Platt. In 2009, he was appointed by Governor David Paterson as a Judge of the New York State Court of Claims; he was reappointed to that position in 2015 by Governor Andrew Cuomo. He has served as an adjunct professor at the law school and graduate school levels and is the editor and co-author of New York Pretrial Criminal Procedure (Thomas Reuters) as well as the author of many articles and government reports on justice system issues. Among the numerous awards he has received, he has been honored for judicial leadership by the Judicial, Criminal Justice, and Family Law Sections of the New York State Bar Association. Marks Chief Administrative Judge www.nycourts.gov/press Date: June 17, 2020 Chief Judge DiFiore Names Commission to Develop Comprehensive Vision for the Court System of the Future NEW YORK−Chief Judge Janet DiFiore today announced the appointment of a new commission charged with examining the enhanced use of technology and online platforms, among other innovations, and making recommendations to improve the delivery and quality of justice services, facilitate access to justice and better equip the New York State court system to keep pace with society’s rapidly evolving changes. Comprising a distinguished group of judges, lawyers, academics and technology experts, the Commission to Reimagine the Future of New York’s Courts will explore regulatory, structural, technological and other innovations, providing short-term recommendations as the courts resume in-person operations while developing a blueprint for the court system of tomorrow. To this end, the Commission will obtain widespread input through public comment, targeted outreach and the views of experts, proposing practical reforms that may be implemented by the Court System or Legislature. Judge DiFiore has called upon Henry Greenberg, a partner at Greenberg Traurig LLP and immediate past president of the New York State Bar Association, to spearhead this effort. Mr. Greenberg will serve as Chair of the Commission. “While a tragedy, the COVID-19 crisis has been an impetus for innovation, leading us to examine what we have learned from the pandemic and how to best move forward.
