RS2019 - 04 REORGANIZING THE MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL (MDDRMC) IN THE MUNICIPALITY OF MARILAO, PROVINCE OF BULACAN WHEREAS, Section 2 of Republic Act 10121, otherwise known as the Philippine Disaster Risk Reduction and Management Act of 2010, provides that it shall be the policy of the State to, among others: “to recognize the local risk patterns across the country and strengthen the capacity of LGUs for disaster risk reduction and management through decentralized powers, responsibilities, and resources at the regional and local levels”, and “to recognize and strengthen the capacities of LGUs and communities in mitigating and preparing for, responding to, and recovering from the impact of disasters”; WHEREAS, there is a need to reorganize the composition of Marilao Municipal Disaster Risk Reduction and Management Council (MDRRMC), formerly known as Marilao Municipal Disaster Coordinating Council, to comply with the provisions of the aforesaid law and circular; NOW, THEREFORE, I, RICARDO M. SILVESTRE, Municipal Mayor of Marilao, Province of Bulacan, by virtue of the powers vested in me by pertinent laws and rules, do hereby ORDER: Section 1. The MARILAO MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL (MDRRMC, for brevity) is hereby recognized, to be composed of the following: Chairperson : HON. RICARDO M. The MDRRMC Organization Chart, a copy of which is hereto attached as ANNEX “A”, represents the organization structure of the MDRRMC and forms an integral part of this Executive Order. Section 3. The MDRRMC shall perform the following functions and responsibilities: a. Approve, monitor and evaluate the implementation of the Local Disaster Risk Reduction and Management Plan and regularly review and test the plan consistent with the other national and local planning programs; b. Ensure the integration of disaster risk reduction and climate change adaptation into local development plans, programs and budgets as strategy in sustainable development and poverty reduction; c. Recommend the implementation of forced or preemptive evacuation of local residents, if necessary; d. Convene once every three (3) months or as necessary; and e. Perform other duties and functions as the law or issuance require. Section 4. All other orders, rules, regulations and issuances or parts thereof which are inconsistent with this Executive Order are hereby repealed or modified accordingly. Section 5.
