Apologies Apologies for absence were received from Councillors MacDaid, Ryan and Parker and Warwick District Councillor Mike Doody. 13. Declarations of Interest: There were no declarations of interest. 14. Public participation There were no members of the public present. 15. Minutes The minutes of the Parish Council meeting held on 22nd May 2018 were discussed. RESOLVED THAT the minutes from the meeting held on 22nd May 2018 were approved and the minutes were signed by the Chairman. 16. Matters Arising There were no matters arising that were not listed as agenda items. 17. Vice Chairman The Parish Council were unable to appoint a Vice Chairman for 2018-19 at the Annual Parish Council meeting held in May 2018. Nominations were sought. After discussion a nomination was received for Councillor Margaret Green, nomination accepted. Proposed Councillor Redford Seconded Councillor John Hammon Unanimous RESOLVED THAT: Councillor Margaret Green be elected as Vice Chairman. 18. Correspondence HS2 Sustrans Route It was reported that correspondence had been received from Edward Healey, Network Development Manager, Sustrans and Sarah Lee HS2. Sarah Lee would be contacting the parishes of Ufton and Offchurch plus any others that felt they might want to support the bid to the Community Enhancement Fund. It was noted that the bid was intended to bring back into use the former Lias Line railway line as a multi-user route to provide a connection with the agreed undertaking by HS2 to reinstate the bridge over the Fosse Way. It was intended to build a new greenway from the reinstated Fosse Bridge along the branch line to Long Itchington thereby allowing cyclists, pedestrians and wheelchair users to access community and leisure facilities in the surrounding area. The new route would provide a superb community asset and would be available for all to use. Its completion would allow safe and off-road access as far as Leamington Spa by connecting with the Offchurch Greenway and it would also open up the possibility of a number of shorter circular routes by linking with the existing rights of way network. RESOLVED THAT Councillor Palmer draft a letter and forward to the Clerk for circulation. 20. Planning To consider any Planning Applications since the last meeting 11/06/2018 and 17/06/2018 20.1 Appl. No: W/18/1119/TCA App. Type: Trees in CA Address: The Waterside, Church Road, Wappenbury, Leamington Spa, CV33 9DW Proposal: T1 - Willow - Removal of selected limbs to lessen canopy bias on decayed stem. Group 1 - Mixed trees on driveway - Removal of selected limbs (crown raise) on mixed trees on driveway. RESOLVED THAT: No Comment 18/06/2018 and 24/06/2018 Nothing to report 25/06/2018 and 01/07/2018 20.2 Appl. No: W/18/1153/TCA App. Type: Trees in CA Address: Forge Cottage, Main Street, Eathorpe, Leamington Spa, CV33 9DE 1 x Conifer (front of property) – Fell 2. 1 x Willow - (bottom of rear garden) - Lopping of one large overhanging branch RESOLVED THAT: No Comment Joint Parish Council Minutes April 2018 to March 2019 Page| 7 Initialled 20.3 Appl. No: W/18/0881 App. Type: Planning Permission Address: Offa House, Village Street, Offchurch, Leamington Spa, CV33 9AP Proposals Refurbishment of main dwelling, including internal and external alterations, demolition and extensions; detachment of existing wing of main dwelling and extensions to create a separate dwelling; extensions and alterations to the existing coach house to provide additional new dwelling, and associated works including new access and landscaping. RESOLVED THAT: Offchurch PC Councillors to send comments to planning department. 20.4 Appl. No: W/18/0882/LB App. Type: Listed Building Consent Address: Offa House, Village Street, Offchurch, Leamington Spa, CV33 9AP Proposal: Full refurbishment of dilapidated dwelling including subdivision of main house and single storey wing to create a separate detached dwelling. Removal of stud internal walls to create larger bedrooms. New kitchens, bathrooms, plumbing, electrics. Re-roof. Modest extensions to main house and single storey wing. Wing to the North to be demolished. Modern extension to the Coach house to replace the footprint of demolished 1960s wing. RESOLVED THAT: Offchurch PC Councillors to send comments to planning department. 02/07/2018 and 08/07/2018 Nothing to report 09/07/2018 and 13/07/2018 20.5 App No: W/18/1165 Description: Proposed change of use of barn to storage of survey equipment (use class B8). Address: Agricultural Building, Highlands Farm, Long Itchington Road, Offchurch, Leamington Spa RESOLVED THAT: Offchurch PC Councillors to send comments to planning department. 21. Highways Offchurch It was reported that the hedge on the corner by Park Gates/School Hill was considerably overhanging the road. ACTION: Councillor Palmer to forward photos of the hedge to Councillor Redford to progress. Wappenbury Eathorpe to Wappenbury Road as approaching the junction, the trees were overgrown affecting visibility prior at the junction. It was noted that the issue has been checked and assessed by Highways who confirmed that at the actual point of the junction, visibility was ok. ACTION: Councillors Redford and Hammon to meet on site. Joint Parish Council Minutes April 2018 to March 2019 Page| 8 Initialled David Ellison It was noted that David EIlison had worked through the list of issues since starting in his new post and many outstanding issues had now been completed. He had stated that he would like to attend a future parish council meeting to meet with Councillors. HS2 Councillor Burgun raised the issue with traffic on Walsh Road, Fosse Way and Long Itchington Road. ACTION: Councillor Burgun to draft a letter to send to HS2 on the issue. Hunningham Councillor Mrs Green raised the issue of the Hunningham Hill sign. ACTION: Councillor Redford to progress. Playground - Eathorpe It was noted that there was a cabin/treehouse situated in the playground that had been restored over time but now required replacement. Various options of alternative play equipment had been looked at. A bid for funding would be required from the JPC. ACTION: Agenda item at September’s meeting. 22. Police Matters It was noted that a meeting was scheduled for 25th July in Eathorpe at 7pm. Parishioners were welcome to attend and speak with the police who were attending to provide advice. 23. ACTION: Clerk to contact the editor and ask if printed copies were still being circulated. 23.3 Bank Reconciliation up to 30th June 2018 The Bank Reconciliation up to the 30th June 2018 was received and discussed. RESOLVED THAT the Bank Reconciliation up to 30th June 2018 be approved. 23.4 Expenditure Over £100 document – up to 30th June 2018 The Expenditure Over £100 document up to 30th June 2018 was received and discussed. RESOLVED THAT the Expenditure Over £100 document – up to 30th June 2018 be noted. 24. Wayleave Agreement It was reported that the Chairman had been liaising with BT in relation to the Wayleave Agreement received from BT in relation to the siting of a cabinet opposite Hill Top Cottage, Village Street, Offchurch. RESOLVED THAT the Wayleave Agreement be approved and was signed in the meeting. Clerk to forward completed document to BT. 25. Governance 25.1 Privacy Notice It was noted that the Policy sets out the type of information that the Joint Parish Council collected or were supplied with. The Policy explained how the information was held, who it would be shared with and how it was used. There were contact details for queries about individual’s personal information. All personal data collected (or supplied) would be treated in accordance with current data protection laws in the UK. RESOLVED THAT the Privacy Notice be approved. 25.2 Data Protection Policy The Data Protection Policy had been updated to include GDPR. It was noted that the Parish Council would adopt procedures and manage responsibly, all data which it handled and would respect the confidentiality of both its own data and that belonging to partner organisations it worked with and members of the public.
