WELCOME Paul Chance, CTAC Coordinator, advised Alan Fishman, CTAC Chair, there was a quorum present. Mr. Fishman then recognized quorum, and welcomed everyone at the meeting. II. APPROVAL OF AGENDA Dr. Claudius Carnegie then made a motion to approve the agenda, which was seconded by Naomi Wright. Upon being put to a vote, the motion passed unanimously. III. APPROVAL OF MINUTES Naomi Wright made a request to have the May 5 th CTAC minutes reflect that the July 5 th CTAC meeting in Miami Gardens was moved to October 4th . Naomi Wright made a motion to approve the amended May 3, 2017 minutes, which was seconded by Dr. Claudius Carnegie. Upon being put to a vote, the motion passed unanimously. IV. PUBLIC COMMENT None V. MEMBERSHIP UPDATE Members welcomed CTAC’s newest member, Antonio Reyes, who was appointed by TPO Board Chairman Estaban L. Bovo, Jr. VI. STRATEGIC MIAMI AREA RAPID TRANSIT (SMART) PLAN UPDATE Wilson Fernandez, Miami-Dade TPO Assistant Director of Mobility Management and Implementation, showed the SMART Plan video and then provided an update of the SMART Plan. The following are key points: Six (6) Rapid Transit Corridors Lead Agency for Environmental Study: • Florida Department of Transportation (Districts 4 & 6) o Beach – Department of Transportation & Public Works (DTPW) o East-West – DTPW o South – DTPW • Miami-Dade Department of Transportation and Public Works o Kendall – Florida Department Of Transportation– FDOT D6 o North – FDOT D6 o Northeast – FDOT D4 SMART Plan – Bus Express Rapid Transit (BERT) Corridors: Concept Planning/Agency Coordination & Terminal Hubs • Flagler Corridor – FDOT D6 o Dolphin Station construction o Tamiami/Panther Stations – 30% Design o MiamiCentral Station Page 2 of 9 • South Miami Express – DTPW o Coordination with Florida Turnpike Express (FTE) for entry/exit points to/from Express Lanes. o Initially using exiting terminals from SW 344 th Street/Transitway to Dadeland North DTPW exploring Park-and-Ride facility at Homestead Extension of Florida's Turnpike (HEFT) and SW 288 th Street. • NW Miami-Dade Express – DTPW o Coordination with FTE, Miami-Dade Expressway Authority (MDX) and FDOT D6 for entry/exit points to/from Express Lanes. o Design plans for Miami Gardens Drive Park-and-Ride completed. County working with developer of proposed American Dream Mall to incorporate a transit terminal with Park-and-Ride. o MDX accessing ramp connection to SR 874 to SW 128 th Street. • SW Miami-Dade Express – DTPW o Coordination with MDX and FDOT D6 to evaluate improved shoulder operations o DTPW working with Miami Executive Airport on leasing a parcel of land for a transit terminal with Park-and-Ride. o MDX access ramp connection to SR 874 to SW 128 th Street • Florida Turnpike Express – DTPW o Coordination with MDX and FDOT for entry/exit points to/from Express Lanes o Dolphin Station construction o Park-and-Ride at SW 344 th Street – Operational o DTPW building Park-and-Ride facility at HEFT and SW 288 th Street • Beach Express: North, Central and South – DTPW o Coordination with FDOT D6 for entry/exit points to/from I-95 Express Lanes. Evaluate bus-on-shoulder operation on I-95 o Coordination with FDOT D6 to evaluate bus-on-shoulder operation on MacArthur Causeway o DTPW working on finalizing the terminal at Miami Beach Convention Center MiamiCentral Station construction – End of 2017 (The presentation can be heard in its entirety upon request) After the overview, members and staff conducted a question and answer period as follows: • Are they looking at the short and long-term to connect all SMART Plan corridors? o Yes, it’s very important to understand what the long-term plan is. The ultimate goal is to have mass transit connecting in Miami Dade County. Staff is still conducting an analysis and will not know until the environmental phase is complete. • Regarding the environmental phase, to move the projects forward how will President Trump’s deregulation effect these studies? How will that affect the SMART Plan? o That is something that the DTPW is working closely with the Federal Transit Administration (FTA) to address through a Class of Action , to see what degree of analysis is required for each project. Page 3 of 9 • Is bus rapid transit being planned on Flagler Street as part of the SMART Plan? Why is it not being done on 8th Street where there are more lanes? o Yes, there is a PD&E for the Flagler Corridor. The Flagler Corridor path is part of the SMART Plan, it runs along Flagler, which has the highest ridership transit route within the system. It is a natural major transit corridor. • Is there a new transit corridor being added to the SMART Plan? o Yes, the northwest corridor added an express bus route. It is called the Florida’s Turnpike Express (North). VII. TRANSIT DEVELOPMENT PLAN (TDP), MDT10AHEAD Nilia M. Cartaya, Miami-Dade DTPW Principal Planner, discussed the following key points: • 2017 Civic Engagement Overview o Performance Assessment o Schedule o Comments and Input o Survey Available in English, Spanish and Creole o Social Media Outlets o Special Community Outreach Events o County Transportation Committee Meeting o Website - www.miamidade.gov/transit/mdt-10-ahead.asp o Email - [email protected] • Performance Assessment Goals and Objectives: o MDT10Ahead Major Update (2014) o Established seven (7) goals to include 68 performance targets o Purpose: To evaluate proposed projects and recommended policy changes • MDT10Ahead Annual Update (2017) o Progress report on goals and objectives attainment o DTPW achieved or exceeded 52 performance targets (76% goal attainment) 2016 Performance Assessment Goals and Objectives: • On-Time Performance o 2016 Accomplishment – Target, Metrorail, Metrobus, and STS o 2015 Accomplishment – Target, Metrorail, Metrobus, and STS 2016 Performance Assessment Goals and Objectives: • Number of Average Daily Boardings o 2016 - Accomplishment – Target, Metrorail, Metrobus, and STS o 2015 - Accomplishment – Target, Metrorail, Metrobus, and STS 2016 Performance Assessment Goals and Objectives: • Improve Customer Satisfaction (complaints per 100,000 boardings, by mode) o 2016 - Accomplishment – Target, Metrorail, Metrobus, and STS o 2015 - Accomplishment – Target, Metrorail, Metrobus, and STS Page 4 of 9 • Performance Assessment 2016 Consistency Analysis o Committed 41 bus service improvements and adjustments o 34 of the 41 improvements were implemented (83%) o 23 additional service improvement and adjustments were implemented 2017 Commitments: • New Capital Improvements o Dolphin Station (NW 12 th Street and the Turnpike) Estimated Completion: Late 2017 o Kendall Park-and-Ride (SW 88 th Street and 127 th Ave) –183 parking spaces Grand Opening: June 2017 • New Service o SR 836 Line C - Dolphin Station to Downtown Miami o Estimated Start: Late 2017 • Bus Service Adjustments o 47 route adjustments and improvements Funded Projects: • New Express Bus Services o SR 836 Express A and B Lines • Park-and-Ride Facilities o Panther Station; Unity Station; Tamiami Station • Transit Centers • State of Good Repair Partially Funded Projects • SMART Plan o Beach Corridor o East-West Corridor o Kendall Corridor o North Corridor o Northeast Corridor o South Dade Transitway • Bus Express Rapid Transit Network (BERT) • Transitway Park-and-Rides Unfunded Projects: • Service Expansion o Route extensions o Service frequency and span • Park-and-Ride Facilities • New Express Bus Services • Infrastructure Renewal Projects 2017 MDT10Ahead Annual Update Schedule: • Citizens’ Transportation Advisory Committee (June 2017) • Transportation Planning Technical Advisory Committee (July 2017) • Finalize Draft Transit Development Plan (August 2017) • Submit Transit Development Plan to FDOT (September 1, 2017) (The presentation can be heard in its entirety upon request) Page 5 of 9 After the presentation, members and staff conducted a question and answer period as follows: • The CTAC Chair requested that DTPW send a hard copy of the MDT10 Ahead Survey to members that do not have access to computers. • The MDT10 Ahead document online 4.4.1.10 South Miami Metrorail Station states its anticipation in 2016. o Staff acknowledged they need to update that verbiage. • The bus route to the Keys was not referenced in the document. Are the bus routes privately owned? o Yes, those buses are contracted routes. Staff does not keep the same data, but we do have a representative that monitor those bus contracts. • Do you have any stats on how people are paying for their fares? Example via online, store, by phone? o Yes, those stats are being tracked internally by DTPW. • What has been done to connect in the first and last mile with the rideshare companies to have seamless transportation for passengers? o Staff will follow-up with the CTAC Coordinator. • Do you follow-up with the last 5 years of the plan, and what are the lessons learned that is being used going forward for future planning? o The document is a living document. Every year the plan has been reviewed to align with the Miami-Dade TPO Transportation Improvement Program (TIP) and Long Range Transportation Plan (LRTP). • Why is the ridership going down? o The bus ridership number has fallen across the country due to the rise of Uber and Lyft and low gas prices.
