Welcome, introductions and apologies Councillor Cowling welcomed everyone to the meeting, asked everyone present to introduce themselves and ask for any apologies to be recorded 2. Introduction to Case Work Assist pilot for Parish Councils Lisa Clark and Nikki Brokenshire provided an overview of the Casework Assist system which has been agreed to be trialed with Parishes in the Truro & the Roseland Network Area and launching on Monday 2 August 2021. Truro & the Roseland Network Area are the first group to trial the system so they will welcome any comments and feedback. Lisa Clark ran through the process of completing the online Casework Assist Form. Cllr Martyn Alvey suggested that a set of full instructions on how to use Casework Assist is circulated to the Parish/Town Councils via email. Customer Standards The only way to access Casework Assist is to use the following Team link: Casework Assist - Cornwall Council. It was noted that Casework Assist should not be used to report emergency Safeguarding issues, Details on how to report these are on the listed on the Casework Assist webpage. Please report any service needs queries (missed rubbish collection, pot holes etc) through the Report It system. If you have reported an issue 2 or 3 times without it being resolved, you may then want to go through the Casework Assist system. The Covid email address is listed on the Casework Assist webpage for any Covid related queries. [email protected] Any queries being reported through Casework Assist should be entered by the Parish/Town Clerks. It was agreed that in about a month’s time, a session would be organised for Parish Clerks so they can feedback on their experience of using Casework Assist and put forward any suggestion on possible improvements to the system to further support Parishes. 2 Information Classification: CONTROLLED It was noted that the Casework Assist System will be unavailable from Friday 27 August till Tuesday 31 August 2021, a reminder will be sent nearer the time. Sophie Hosking – Strategic Director for Neighbourhoods Sophie Hosking re-joined Cornwall Council a week before last year’s lockdown. For the previous 4 years she had been the Chief Executive of 2 District Council in Devon. Sophie is now Strategic Director for Neighbourhoods which includes: • Environment Services • Climate Change Programme • Fire • Public protection, enforcement • Localism Sophie informed the delegates of the refreshed Localism Strategy and how the Council want to involve Parish/Town Councils in local decision making. Carol Mould CC, Portfolio Holder for Neighbourhoods, is keen to investigate how Panels can be involved in this further. The Strategy, refreshed earlier this year looks to unlock power to communities & T&PCs so assets and services can be managed at most appropriate local level. There is a desire to continue to improve communication and work more collaboratively. Regarding Devolution, the new administration keen to progress with this and simplify processes where possible. This may involve getting rid of any unnecessary ‘red tape’ which made it hard for Parishes to deal with when there are lots of legal documents There is now a pledge to reduce unnecessary clauses, e.g. overage clauses in any documents. We would continue to welcome any conversation with T&PCs on taking on any assets or services Cllr Rob Trethewey raised a concern in the Parish where they were being asked for a £230 fee for an excavation license to obtain permission to have a small hole dug to instal a post for a Parish sign. Sophie agreed that this needed looking into and reflected upon the fact that Parishes often have small precept to work with and £230 can be an expensive cost to them. 3 Information Classification: CONTROLLED ACTION: MOB to investigate further and feed back to the Pairsh. Cllr Glasson also asked to be kept informed on this matter and offered support if needed. MOB Cllr Rob Knill expressed his frustration with Localism, giving an example of a speed visor being placed in an area where CORMAC stated, not using local knowledge of where it would be better placed for the village. There have also been issues of verges requiring to be cut back to allow safe crossing of the roads but being told it cannot be done due to rewilding of the verges. There is a way of cutting back the verges slightly to allow rewilding but also making it safe for pedestrians. It feels like it is a cost saving exercise. Sophie agreed that local knowledge is vital in these circumstances as well as a commonsense approach. Rewilding is great but what is needed is a sensible solution. ACTION: to Feed this back to CORMAC / Highways to find a way MOB of enabling Parishes to have an input into such issues. Cllr Pring asked if Sophie had any involvement in Neighbourhood Development Plans (NDPs)? The review and renewal process appears to be overly complicated to revise 1 or 2 policies. The Parish wanted to follow second hold policy from St. Ives but so much work to do it, it became limiting. Sophie had past experience of NDPs in previous Councils but in Cornwall this sits with Louise Woods and Phil Mason in Planning. It’s recognised that the process is very prescriptive and off- SH putting but Sophie offered to pass the comments to Phil Mason. 3. Notes of the last meeting (8th June 2021) ACTION CARRIED FORWARD: Glenn Caplin-Grey to forward a briefing note with relevant links with regard to global promotion GC-G of Cornwall. It is hoped to have this information by the September Meeting ACTION CARRIED FORWARD: ‘A30 Designated Funding’ future agenda item. Glenn Caplin-Grey to speak with Nigel Blackler and invite him to a future meeting. 4 Information Classification: CONTROLLED Discussions took place to clarify the details of what is expected from the meeting. ACTION: Glenn Caplin-Grey to investigate the current Freedom GG-G of Information (FoI) that has been submitted from Chacewater Parish Council to Highways England. Michael Bunny CC raised a query around the spread of funding with regards to inequality/deprivation with regards to economic development. ACTION CARRIED FORWARD: to be added as a future Agenda item MOB 4. Issues raised by Panel Members Dulcie Tudor CC raised concerns round housing issues and would like a Housing Officer to attend a future meeting. Loic Rich CC agreed and stated he had previously raised this issue, along with other housing issues and is disappointed it had not yet been put on the Agenda. ACTON: Housing to be on the September Meeting Agenda. Cllr Geoff Pring asked that the issue of second home owners is covered in the housing discussions that take place. Cllr Mark Taylor asked if it would still be possible to get someone from Highways to discuss management of the verges. Mark O’Brien informed him that it isn’t on the current list of proposals however he does recall a broader "Highways" topic that will be on a future agenda. ACTION: Mark O’Brien to chase Feock and Grampound Roads’ Highways Schemes submissions. MOB 5. Updates – Corporate Leadership Team Representative & Community Link Officer Glen Caplin-Grey No further updates that haven’t already been covered in the meeting. Mark O’Brien An updated Highways Scheme spreadsheet was circulated with the agenda. Mark explained that the Highway’s team had been provided with some extra resource to help them deal with all the requests they 5 Information Classification: CONTROLLED are dealing with. There is a commitment to get all works programmed in or completed this financial year. Mark has been liaising with Parishes as updates come through and will continue to push for schemes to be progressed and come back to the Panel should any further funding recommendations need to be considered. ACTION: Mark O’Brien to investigate Chacewater’s Highways MOB Scheme which has now moved into the St.Agnes & Perranporth CNA due to boundary changes. Chacewater would like to withdraw the scheme so the money is kept within the Truro and Roseland CNA. There was also a request to follow up on the Feock Feasibility study and the scheme in Grampound Road.
