The proposal is contrary to Policy CTY 1 of Planning Policy Statement 21, Sustainable Development in the Countryside in that there are no overriding reasons why this development is essential in this rural location and could not be located within a settlement. 3. The proposal is contrary to Policy CTY 2a of Planning Policy Statement 21, Sustainable Development in the Countryside as the site does not represent a new dwelling in an existing cluster as the existing development is not considered to meet the criteria of what constitutes a cluster as there are not 4 or more buildings, it is not a visual entity in the local landscape nor is it associated with a focal point or crossroads. 4. The proposal is contrary to Policy CTY 8 of Planning Policy Statement 21, Sustainable Development in the Countryside as the site does not represent a small gap site in a substantially built up frontage and the proposal does not respect the existing development pattern in terms of size, scale and siting. 5. The proposal is contrary to Policy CTY 13 of Planning Policy Statement 21, Sustainable Development in the Countryside in that the proposed development would not be visually integrated into the surrounding landscape as the site lacks long established boundaries for the building to integrate into the countryside. 6. The proposal is contrary to Policy CTY 14 of Planning Policy Statement 21, Sustainable Development in the Countryside in that the proposed development is unduly prominent in the landscape and would result in a sub urban style build-up of development when viewed with existing buildings. 7. The proposal is contrary to Policy ENV 1, Local Landscape Policy Areas of the draft Belfast Metropolitan Area Plan in that it would if permitted have an adverse effect on the Seahill Local Landscape Policy Area SL 06 by eroding the rural character of this area. 8. The proposal is contrary to Policy COU 1, Rural Landscape Wedges of the draft Belfast Metropolitan Area Plan in that it would if permitted have an adverse effect on the Seahill Rural Landscape Wedge by creating a sub urban build-up of development eroding the visual separation of the settlements of Seahill and Helen’s Bay. .
