WHO: Louisville Metro Government and Kentucky Transportation Cabinet (KYTC) WHAT: Rightsizing is restriping the road from 4 lanes to 3, with a two-way left turn lane (center turn lane) and dedicated left turn lanes at certain intersections. WHEN: May 2021 WHERE: Southern Parkway between 3rd Street/Oakdale Avenue and Woodlawn Avenue/Kenwood Way WHY: This section of Southern Parkway, which is owned and maintained by KYTC, will be milled, paved, and striped in May. To save costs and improve safety at the same time, we intend to restripe Southern Parkway with a new configuration proven to improve safety. 3rd Street / Oakdale Ave. Where? Woodlawn Ave. / Kenwood Way Why rightsize? TO IMPROVE SAFETY Proven safety countermeasure to DECREASE both the number and severity of CRASHES (FHWA). Reduce speeding. Reduce weaving by separating left- turning traffic from through-traffic. Improve pedestrian safety by reducing the number of lanes people must cross at intersections. How do you determine which streets to rightsize? MUST HAVES: 4 or more lanes Traffic counts less than 17,000 vehicles per day OTHER CONSIDERATIONS: Above-average crashes and injuries Left-hand turning movements Speeding and lane weaving Pedestrian safety Economic development opportunities Community needs Why rightsize Southern Parkway? 218 people were involved in traffic crashes between 2017-2019. Southern Parkway between 3rd Street/Oakdale Avenue and I-264 ranks #32 in the Top 40 Road Segments for Crashes in the Louisville region. Traffic counts: Average of 12,500 – 15,000 vehicles per day. Enhance the historic nature and experience of Southern Parkway. Why rightsize Southern Parkway? Respondent Zip Code 400 people surveyed 10.0% between April 5 and April 21. 22.5% 360 respondents live in 40214 or 40215 zip codes. 67.5% 40214 40215 All others Why rightsize Southern Parkway? Fairmont Ave Frequently Asked Questions Q: Will the reduction in traffic speed affect travel times? Louisville Metro modeled the proposed changes. There is less than a one-minute reduction in travel times during the peak hours. Frequently Asked Questions Q: Will cars drive down the center lane as if it is another travel lane? How can we prevent this? Louisville Metro will monitor driving patterns and consider the installation of countermeasures as needed. Vehicles in the left-hand northbound lane must turn left onto Woodlawn Ave. The taper begins at Burkley Ave, 900 ft. from Woodlawn Ave. How will rightsizing be evaluated?
