Subject: General Guideline for Conduct of Household Enumeration under Census of India 200t. 1. Introduction: Guide line No. 12 1.1. Household enumeration or population enumeration is the second phase under Census of India 2001. It will be conducted simultaneously allover India between 9111 February 2001 to 28 tll February 2001 with reference date being 00.00 hrs. on 1st March 2001 There will be a revisional. round between 1.3.2001 to 5.3.200) to record births and deaths, if any, between the date of visit of the enumerator and oo.oohrs of 1.3.2001. Due Notification under Sec. 3 of the Census Act. 1948 (No. 37 of 1948) has already been issued by Govt. of India. 1.2. The main difference bet\\een houselisting operations and household enumeration is that in the first phase the emphasis was on the building, Census houses and households and In the second phase it is on each individual living in such Census houses as also the houseless people who remained outside the purview of the houselisting operations. In other words household enumeration is to cover each individuals living in the buildings and houses during the enumeration period as also the houseless people within the territory of India without any exception a!:> to age. sex, race, caste, religion, nationality etc. whatsoever. 1.3. In case of household enumeration, particulars will be collected by Enumerators or the indIvIdual particulars on general socio-cultural characteristics, language. religion, literacy, dIsability, economic activity, migration, manta) status and fertility of all individuals within hisJher enumeration block. 1.4. The eligibility criterion for all such individuals living within an -enumeration block and to be counted by tbe enumerators are as follows: (i) All those who normally reside and are present in '-\ household during the entire period of enumeration i.e. from 9th February to 281h February 2001 (both days inclusive) (ii) All those who are knov"n to be nonnally residing and had actually stayed during a part of the enumeration period in the household (9 th February to 28th February, 2001) but are not present at the time of visit by the Enumerator. (iii) All those who are known to be nonnally residing in the household and are not present at the time of visit by the Enumerator but expected to return by 28th February, 2001. (iv) Visitors who are present in the household visited by the Enumerator and are expected to be away from their places of usual residence during the entire enumeration period. For the purpose of enumeration such visitors will be treated as normal residents of the housebold, where they ~re actually found during the period provided they have not been enumerated e)~vhere. Thus if a person bas been away from berDlis normal or usual place of residence throughout tbe enumeration period will not be eligible for enul . ..;ration as a member of the household in which shelhe is a normal resident. (v) Poor or nomadic households camping in the area of each enumerator in temporary structures are also to be enumerated as nonnal households provided .
