BID SECURITY N/A: Not required T407-0807 Section “I” Submission Requirements and Evaluations SECTION “I” – SUBMISSION REQUIREMENTS AND EVALUATIONS SR1. INTRODUCTION 1.1 OBJECTIVE The objective of this first phase is to pre-qualify up to a maximum of six (6) construction organizations capable of completing a large-scale, high-quality construction project. All Respondents must be capable of providing the full range of construction services, in English. This Section outlines the information Respondents are required to submit. To qualify, Respondents must meet the Mandatory Requirements and the minimum rating set out in the Pre-qualification questionnaire at 3.0. Responses not meeting the Mandatory Requirements or minimum rating will not be given further consideration. Mandatory and rated questions are identified as such in the questionnaire. The six (6) Respondents that will have achieved the highest rating will advance to the Phase 2 –Request for Proposals. 1.2 DESCRIPTION OF THE PROJECT The London Chancery project comprises major refurbishment works to Canada House and the adjoining 2-4 Cockspur Street building. Canada House is a grade 2* listed building providing approximately 50,000 sq ft of accommodation over six floors (including two mezzanine levels) for the Canadian London Chancery. 2-4 Cockspur Street is a 1920s office block providing approximately 140,000 sq ft of accommodation over 11 floors. The two properties are situated on an ‘island site’ in central London that offers very limited access and parking for contractors. The properties currently operate as separate buildings. The Scope of Work for both buildings includes extensive interior redevelopment and exterior alteration (to comprise external cleaning and minor maintenance works only). A principal element of the works is to provide three new internal connections between the two buildings to facilitate an extension of the Chancery into specific parts of 2-4 Cockspur Street. In addition to the internal links, the structural works will include the installation of a new staircase, changing historical roof lights, modifications to passenger lifts (including the installation of a new lift car), the installation of a new goods lift, the installation of a new balcony and windows, and the removal of a section of floor to create a double height space. The works may also necessitate enhancements or repairs to the existing structural frame, notably in the case of Canada House. For Canada House, the architectural Scope of Work will comprise modest modifications to the interior architectural details, materials and finishes in keeping with the building’s heritage features. Interior doors, frames and glazing units will be replaced where required. Toilet facilities are to be reconfigured to accommodate new layouts. A new green roof (sedum) is proposed for the second floor roof. All works to Canada House will be closely monitored by English Heritage and the local planning authority. For 2-4 Cockspur Street the architectural Scope of Work is described as being that of a standard office fit-up specification. The fit-up works are only to the basement, lower ground, ground and floors 1-3, totalling approximately 90,000 sq ft. However, elements of the shell and core are to be replaced and upgraded to the requirement of the whole building. These works include the replacement of hot and chilled water pipework, replacement of Low Voltage (LV) vertical, main and sub distribution boards, the reinstatement of a ventilation riser and replacement of air handling units. IT and lighting infrastructure will be upgraded or replaced in certain areas. The new lift required for Canada House will be pre-ordered by DFATD in order to minimise the impact of long lead- in times on the Project Schedule. The order will then be transferred to the Contractor once appointed. IT installations and certain security works will be carried out by DFATD’s own installation team. DFATD will also be responsible for installing any new artwork or sculptures. Solicitation Number : ARD-LDN-CONST-13094/A Page 2 of 24 T407E-0808 - DP – Construction – Request for Pre-Qualification Responses Section “I” Submission Requirements and Evaluations A corporate tenant will remain in occupation on three of the upper floors (and IT facilities at basement level) of 2-4 Cockspur Street for the duration of the project, so 24-hour access and security will need to be maintained. Canada House will be unoccupied. 1.3 PHASE 1 – PRE-QUALIFICATION Phase 1 consists of the pre-qualification of contractors. It is based on a series of mandatory and point-rated criteria set out over 9 categories. The six respondents with the highest score and that met the minimum score will be invited to participate to Phase 2 – Request for Proposals. This RFPR concerns Phase 1 only. 1.4 PHASE 2 – REQUEST FOR PROPOSALS: The future Phase 2 consists of the ‘Request for Proposals’ (RFP) and will comprise two parts: (a) a technical component, and (b) the submission of a fixed price, both of which will be provided with the RFP. Any information submitted by the Respondents to Phase 1, RFPR, and the resulting scores will neither be carried forward to the Phase 2 Request For Proposals nor considered in the evaluation of Phase 2 Proposals. 1.5 CONTRACT SECURITY AND INSURANCE REQUIREMENT – APPLICABLE FOR PHASE 2 RFP ONLY. The successful Respondent (then a “Proponent”)( under Phase 2 RFP will be required to provide Contract Security in the form of a Performance Bond or another form as to be described in the RFP, to the value of 10% of the contract value, within fourteen (14) days after receipt of a notice in writing that the Proposal was accepted by Her Majesty. 1.6 INSURANCE REQUIREMENTS – APPLICABLE FOR PHASE 2 RFP ONLY. As part of Phase 2 RFP, a request might be made for copies of Respondent’s insurance certificates and/or for the insurance requirements listed under Section 1.2.22 – 1.2.24). 1.7 JOINT VENTURES Joint Ventures may respond to this Phase 1 RFPR provided they include full details under Sections 1.2.21 below. SR2. TECHNICAL RESPONSE 2.1 FORMAT AND SUBSTANCE Technical Responses must not exceed fifty (50) single-sided 8.5” x 11’’ or A4 pages of paper, minimum type face 10 pts. Material exceeding the fifty (50) page maximum will NOT be considered. Title page does not count against the 50-page limitation. The evaluation will be based solely on the contents of the Responses and any correctly submitted amendments. No assumptions should be made that Her Majesty has any previous knowledge of the Respondents’ qualifications other than those supplied in response to this solicitation. PRE-QUALIFICATION QUESTIONNAIRE Respondents must meet all the MANDATORY criteria and obtain, at minimum, a rating of 100 points for their Responses to the criteria set out in Section 3 below. The table below states the weighting applied to each criterion for the marking process. Requests for “Information” are not mandatory.
