Introduction 1.1 The Site Allocations and Policies Development Plan Document (DPD) is one of a series of documents that are being prepared as part of Rutland’s Local Plan. 1.2 The Local Plan comprises a folder of documents (see diagram below) that replaces existing policies in the Rutland Local Plan (2001) and the Leicestershire, Leicester and Rutland Waste Local Plan (2002) and provides planning policies for Rutland for the period to 2026 and beyond. 1.3 The Core Strategy DPD was found to be sound following public examination in March 2011 and was adopted by the Council on 11 July 2011. The Minerals Core Strategy and Development Control Policies DPD was adopted by the Council in October 2010. 1.4 The purpose of the Site Allocations and Policies DPD is to allocate specific sites for development and to set out more detailed policies for determining planning applications within the overall strategy provided by the Core Strategy. 1.5 A list of the existing Local Plan policies that are being replaced by the Site Allocations and Policies DPD is included in Appendix 7. Diagram: The Local Plan 3 Site Allocations and Policies Development Plan Document Adopted October 2014 1.6 The DPD has been subject to a Sustainability Appraisal and Habitats Regulations Assessment which considered the anticipated effects of the proposals on the area’s environmental, economic and social conditions and changes were made to the document as a result. 1.7 Preparation of this document has involved an extensive process of consultation that commenced with a “Call for Sites” in August 2010. Consultation on “Issues and Options” and “Preferred Options” took place in September 2011 and October 2012 respectively. The “Proposed Submission” document was published for consultation in April 2013 and submitted to the Secretary of State in July 2013. 1.8 The Council has considered the issues raised in consultation at each stage and taken into account the findings of the local plan evidence base, the Sustainability Appraisal, the Habitats Regulation Assessment and the overall strategy provided by the Core Strategy DPD. 1.9 A public examination was held in November 2013 and the inspector’s report was received by the Council in August 2014. The inspector concluded that the document provides an appropriate basis for the planning of the Council’s area subject to a number of modifications being made. These modifications have been incorporated into this document. 1.10 The Site Allocations and Policies Development Plan Document was adopted by Rutland County Council on 13 October 2014 and now forms part of the statutory development plan, which provides the framework for the Council’s decisions on future development proposals in Rutland. 1.11 When using the plan it must be read as a whole as a number of different policies may apply to a particular site or issue. The policies of the plan should not be read in isolation from each other.
