Introduction This report has been prepared for Environment Canterbury as the regulatory authority for the proposed activities in accordance with Section 88 of the Resource Management Act 1991 by Melissa Anthony of GHD Limited on behalf of the applicant. BJ Caird, now Onstream Dairies Ltd (the applicant) is applying for a change of conditions to water permits CRC991994 and CRC011548 to allow for the inclusion of irrigation of pasture for milking dairy cows. No increase in instantaneous rate of take, volume or seasonal volume is being applied. The land area to be irrigated is also not changing. The applicant is also applying for an application to take dairy shed wash water. This consent has been submitted to Ecan at the same time as this application so does not yet have consent number. The applicant has applied for resource consent CRC083441 to discharge dairy effluent to land. Site Description 2.1 Property Involved The property to which this application relates is located between Totara Valley Road and Leys Estate Road, Pleasant Point, being Lot 1 DP 668 and Lot 1 DP.850 Appendix A contains a plan showing the location of the existing irrigation area for CRC991994 and CRC011548. 2.2 Soils of the Site To determine the soil types located on-site we have interrogated Environment Canterbury's GIS database. This database indicates that the dominant soils are as follows: D Wakanui deep silt loam on clay learn and silt loam, with an average PAW of 150mm; D Lismore shallow silt loam and Darnley shallow silt loam with an average PAW of 95mm in addition there is a smaller area of the following: D Lismore stony and shallow silt loam with an average PAW of 95mm; I Wakanui deep and moderately deep silt loam with an average PAW of 150mm 2.3 Surface Waterways There is a water race at the northern end of the property and Totara Creek is located about 15Om south of the property. Water races are generally sealed and perched above the water table. 2.4 Groundwater resources The site of the proposed change of conditions is located within the Levels Plains Groundwater Zone. Groundwater in the Levels Plain is predominantly found within post-glacial gravels of the Opihi River flood plain or last glaciation gravels. The late Quaternary fluvial deposits and the contained gravel aquifer of the Levels Plain, become shallow, thinner and less permeable towards Washdyke and the South Canterbury Downs. Well logs suggest the base of the underlying less permeable Cannington Gravels is about 20 m deep (Brown 2000). Some deeper aquifers have been encountered at > 100m at Washdyke and Levels, and on the downlands of the southern margin of the Levels Plain. Groundwater is recharged from losses from the Opihi River, and from recharge from the Levels Plain Irrigation Scheme (LPIS). Water from races from the LPIS and irrigated on land is lost to groundwater in the upper part of the Levels Plain, resulting in elevated summer groundwater levels in the lower Plain (typically east of State Highway One). These elevated levels increase well yields in the lower part of the Plain. Elevated groundwater levels at the coast as a result of the LPIS are intercepted by the Seadown drainage system. The main Seadown Drain discharges into the Washdyke Lagoon. Groundwater is utilised for irrigation, stock, domestic and commercial purposes. Groundwater feeds coastal drain systems and the Washdyke Lagoon. The Opihi River catchment has high in-stream values associated with mahika kai (e. g. eels), recreational fishing (e.g. salmon and trout), native fish (e.g. giant kokopu), bird-life (e.g. black-faced dotteral), natural character (e.g. Opihi Gorge) and amenity values (e.g. swimming) (Morland 1994). 5126337 Onstream Dairies Ltd 2 variation 10 crc991994 & Change of Conditions of CRC991994 &CRC011548 erh 3. The Proposal and Matters Requiring Consent 3.1 The Proposal This application seeks the ability to take and use water under the following scenario: CRC991994 It is proposed to change condition 3 of CRC991994. This condition currently reads as follows: 3. Water shall only be used for irrigation of crops and pasture for grazing stock, excluding milking dairy cows, as described in ihe application, on the area of land shown on the attached plan CRC991994. Under this application the condition is proposed as follows: 3. Water shall only be used for irrigation of crops and pasture, as described in the application, on the area of land shown on the accompanying plan CRC991994. The remaining conditions are to remain as per CRC991994, which includes restrictions on the rate of take, volume and seasonal allocation. CRC011548 It is proposed to change condition 4 of CRC011548. This condition currently reads as follows: 4.
