WELCOME AND INTRODUCTION Talofa lava and welcome to Beautiful Samoa - home of the Samoa 2019 XVI Pacific Games. We are excited to host the Pacific Region’s largest quadrennial games here in our country, with more than 4000 Athletes and Team Officials from 24 countries competing in 27 sports. Samoa is honoured to host you for the Games. We are proud of the work that has been accomplished to produce a world-class event for everyone in such a short period of time. Our motto from the beginning has been to “put our best foot forward” and we hope you will agree that we have done just that. We put athletes and sport at the heart of our work and want to create a stage where you can excel. We are excited to provide an opportunity and platform for athletes to show their potential and create sporting memories at the Games here in Samoa. We admire your dedication to your sport and acknowledge and appreciate all your efforts in preparing your team to compete at the XVI Pacific Games from 7-20 July 2019. We are also eager to give you the best facilities, organisation and support that the people of Samoa can provide so your athletes can compete at their best. As a nation, we know that to deliver a successful Games for our Pacific athletes, we will all need to be One in Spirit. This publication contains details of the technical arrangements for your Sports and the various aspects of the Games that affect you. Please treat this as your source of reference during the Games. Our dedicated Games staff and volunteers are here to assist you if you have any questions or issues. You can also seek further guidance from our Sport Information Centre located at the Games Village and Sport Information Desks at every venue. We believe that the Pacific Games is not only about sports but also about building bonds between our Pacific nations. Therefore, we wish you a fantastic time at the Games. This meeting will provide the most current sport specific information. The Technical Committee shall ensure that the Pacific Games Netball competition is conducted in accordance with the technical rules and regulations of International Netball Federation. Updated information will be distributed at this time. The Netball Technical Committee meeting has been scheduled as follows; Date: Sunday 14 July, 2019 Time: 1700hrs Venue: Multi-Sport Centre, Faleata Sports Complex SPORTS TECHNICAL MANUAL | NETBALL 8 3. COMPETITION MANAGEMENT 3.1 List of Events The Samoa 2019 Pacific Games Netball Competition shall consist of the following events: Netball (Women) - 12 women 3.2 Competition Schedule 1. The initial seeding is based on the teams’ previous performance at the Pacific Games 2015 Netball Competition, held in Port Moresby, Papua New Guinea. 2. Two teams (Fiji and Vanuatu) from the previous games will not participate so all teams ranked below them move up. Countries that did not compete in 2015 include, The Territory of American Samoa, Norfolk Islands and Tokelau, are seeded at the bottom. Thus the initial seeding below, in which the Pacific Games 2019 Netball Competition Draw is based on. 1. Papua New Guinea PNG 2. Samoa SAM 3. Cook Islands CKS 4. Kingdom of Tonga TOG 5. Solomon Islands SOL 6. Tokelau Islands TOK 7. Norfolk Islands NOR 8. American Samoa ASA 3. Initial Pools: The eight teams are divided into two pools, using the round robin snaking seeding method. Pool A Pool B Papua New Guinea Samoa Kingdom of Tonga Cook Islands Solomon Islands Tokelau Islands American Samoa Norfolk Islands 4. Phase One: Round Robin (3 games each) All teams play each other in their pool on Monday, Tuesday and Wednesday. Pool Matches - Draw Round 1: 1v4 2v3 Round 2: 1v3 2v4 Round 3: 1v2 3v4 At the end of Phase One pool play, all teams are re-ranked based on position within their pool. SPORTS TECHNICAL MANUAL | NETBALL 10 5. Phase Two: Semi Finals/ Post Section Play. - Thursday The top two teams from each pool will play a cross over game, against the second position teams. The same applies for the bottom two teams from each pool. All games must play to a result. 6. Finals - Friday a. Depending on the previous day’s performance, each team will play for a position, ranking from the 8th to the Bronze, Silver and Gold medal winners. b. ii. All games must play to a result. 7. A total of 20 games in the draw. 8. Each team will play 5 games in total during the competition. DAY 1 Monday 15 July Pool Matches 1300 hrs Game 1 Pool B SAM NOR 1530 hrs Game 2 Pool A PGN ASA 1800 hrs Game 3 Pool A TOG SOL 2030 hrs Game 4 Pool B CKS TOK DAY 2 Tuesday 16 July Pool Matches 1300 hrs Game 5 Pool A TOG ASA 1530 hrs Game 6 Pool B CKS NOR 1800 hrs Game 7 Pool B SAM TOK 2030 hrs Game 8 Pool A PNG SOL DAY 3 Wednesday 17 July Pool Matches 1300 hrs Game 9 Pool B TOK NOR 1530 hrs Game 10 Pool A SOL ASA 1800 hrs Game 11 Pool A PNG TOG 2030 hrs Game 12 Pool B SAM CKS DAY 4 Thursday 18 July Semi Finals All games play to a result 1300 hrs Game 13 A3 B4 1530 hrs Game 14 B3 A4 1800 hrs Game 15 B1 A2 2030 hrs Game 16 A1 B2 DAY 5 Friday 19 July Finals All games play to a result 1300 hrs Game 17 LG13 LG14 8TH/ 7TH 1530 hrs Game 18 WG13 WG14 6TH/5TH 1800 hrs Game 19 LG15 LG16 4TH/BRONZE 2030 hrs Game 20 WG15 WG16 GOLD/SILVER 2230 hrs Medals Ceremony SPORTS TECHNICAL MANUAL | NETBALL 11 3.3 Entries, Seeds and Draws All athletes must comply with entry requirements as specified in the PGC Charter: Protocol 7. 3.4 Entry by Name (Protocol 7.10 – 7.15) Fully completed Entry by Name Forms for each potential competitor must be received from the Pacific Games Council Member Country at least 45 days before the opening of the Games which falls on 7 July, 2019. 3.5 Final Entries (Protocol 7.16 – 7.21) The names of competitors finally entered for each event shall be confirmed to the Organising Committee at the Delegation Registration Meeting (DRM) at least 48 hours prior to the official opening of the Games (Protocol 7.16) Only those competitors whose names appear on the individual entry forms shall be eligible for final confirmation of participation. (Protocol 7.17) When a competitor is injured after being included in the Final Entries Forms, a substitute may be nominated on production of a medical certificate established by the Doctor designated by the Games Organising Committee provided this information is made before midnight preceding the opening event of the tournament in which the injured competitor would have taken part.
