SITUATION REPORT - GUJARAT FLOODS NATURE OF HAZARD: FLOODS DATE: 06.08.04 AT 8:30 PM In Gujarat the southwest monsoon system has been vigorous over Gujarat State. The intensity of rainfall has increased over southern districts. The off shore trough of low pressure as per IMD weather reports persist and now lies over East Arabian Sea extending from south Gujarat coast to Kerala coast. The upper air cyclonic circulation over Gujarat & neighbouring states persists and extends between 1.5 km and 4.5 km above sea level In the last 24 hours the districts of Surat, Navsari, Bharuch, Junagadh and Amreli, Kutch and Saurashtra have been under the spell of heavy showers. The state has received 50 mm of rainfall during the past 24 hrs with cumulative average rainfall of 618 mm. 30 taluka/Blocks have received on an average more than 100 mm of rainfall. The occurrence of torrential rains in southern parts of Gujarat caused flooding of floodplains in the catchment system of Tapti, Mahi, Narmada and its tributaries. The overflowing swollen rivers have affected the districts- Surat, Valsad, Navsari, Bharuch, Vadodara, Dangs, while Dahod, Narmada and Sabarkantha districts have been affected during the last 24 hrs. The catchment area of River Purna overflowed above the higher limit of 23 feet and inundated the low lying areas in Navsari town and neighbouring villages. In Surat city the low lying areas of Limbayat, Uddana, Batar and Ulthan were waterlogged. Similar condition prevailed in Bharuch city and Ankaleshwar. A localized squall was reported in Modasa taluka of Sabarkantha district at 20:30 hours affecting villages - Bayal-Dhankrol, Janeda and Navagam. The water level as of today in Sardar Sarovar stands at 112.86 meters against the HFL of 110.64 meter. The inflow of water in the dam 1, 71,892 cusecs of which 88, 357 cusecs of water was released in the morning which reached the Golden Bridge by 12 noon .The current level of water at the Golden Bridge is 3.5 meter. The water level in Par river 1.64 m ( 3m HFL 8.5 m), Purna River 2.15 m ( 3.60 m HFL 11.1 m) , Man River 2.2 m ( 2.5 m HFL 6 m) , Auranga River 2.6m(HFL 10.5m) ,Kolak River 2.3m(2.3m. HFL 6.5m), Valan River 0.95m( 1.9m. HFL 7.5m) ,Ambika River 1.6m(3m.HFL 10m), Kharera River .35m(0.5m. HFL 5.15m), Zakhri River 1.65m(1.65m. HFL 5.55m. River Narmada is approaching the danger level as water stands at 105 meters against the danger level of 109 meter. Authorities are constantly monitoring the water level in the dams of the southern districts and have issued high alter for 18 dams, 6 dams are on alter while 6 dams are at warning level of High flood level. DAMAGE DETAILS: The district and state administration have responded to the situation and evacuated the affected population from marooned areas in seven districts. Due to torrential rains reported death toll is 176 either due to drowning or electrocution and collapse of houses. 11 persons were reported 11 during the past 24 hrs. The damage reported due to the squall includes injuries to 40 persons, roof damaged of approximately 400 kachcha houses, huts and disruption of power supply. 10 of the injured persons have been shifted to Modasa hospital and the others were given first-aid in the village itself. There is no report of loss of human life. The authorities have opened 35 state roads for traffic movement. 211 panchayat roads have been affected. and 46 Panchayat roads have been restored after clearing of debris and road blocks. • all the National Highways have been cleared and traffic is moving normally on in NH-8. Out of affected 22 rural roads links, traffic in 14 roads are back into normal. Work in Bharuch-Dahej state highway and Ankleswar-Olpad-Sahol is in progress. However, traffic for the Dahej is open through alternate route via Vagra. All the bridges of the district are safe. • Tele-communication: All telephone lines are functioning without any major disruption. However, BSNL has been asked to ensure uninterrupted linking facilities at GEB, water supply, District and Taluka Control Rooms, TDO, Mamlatdar offices, Nagarpalika office. • Railway: As per the information received from railway sources, rail traffic has been restored on Vadodara-Mumbai main line and now trains are plying in the said route. • Bridges: 8 bridges have been damaged in the districts of Narmada (1) Valsad (1), Vadodara(5) , Surat(1) and Narmada ( 1) have been washed away and are unserviceable • Power: Power supply was badly affected due to damage to supply lines. 1920 villages and 17 towns were affected with power failure. The power supply was restored in 1678 villages and 17 towns. 339 feeders were damaged due to floods out of which 293 have been repaired and functional. • Dams/ reservoirs: out of 185 reservoirs 18 dams are under high alert having water reached their storage capacity. RESCUE/EVACUATION OPERATIONS: • The army has been deployed for carrying out rescue operation in the affected districts. Surat 2 columns with 135 personnel, Navasari 2 columns with 135 personnel. The authorities considering the situation in Narmada and Bharuch districts have deployed army rescue team from Surat and 2 from Navsari . • The SRP Companies have been deployed with 4 companies and 2 platoons.
