Local Development Plan Action Programme Revised version: publication date March 2017 Contents Introduction 2 Part 1 Strategy Map 5 LDP Policy Actions 6 Part 2 Housing Map 18 Site Actions 19 Part 3 Supplementary Guidance Actions 28 1 Local Development Plan Action Programme Revised version: publication date March 2017 Introduction Under Section 21 the Planning etc. (Scotland) Act 2006, an action programme must be adopted within 3 months of adoption of a development plan to implement the Local Development Plan by setting out a list of actions required to deliver each of the plan's policies and proposals; the name of the person who is to carry out the action; and the timescale for carrying out each action. In line with Scottish Government Circular 6/2013, actions contained within the South Ayrshire Local Development Plan Action Programme include the delivery of key infrastructure and the preparation of supplementary guidance. Actions are not limited to those expected to be delivered by the planning authority. The original Action Programme, published in March 2015 was prepared following significant consultation with other Council services (including housing, education, Ayrshire Roads Alliance, Ayr Renaissance and the Maybole and Girvan regeneration teams) and Government agencies (including Transport Scotland, Scottish Environmental Protection Agency, Historic Scotland, Scottish Water and Scottish Natural Heritage). Section 21 of the Planning etc. (Scotland) Act 2006 also stipulates that the Action programme should be kept under review and be updated (and published) whenever appropriate, and in any event within 2 years after it was last published. This is the first Review of the original 2015 document. The original Action Programme was informed by the implementation schedules of a range of actions contained within the Local Development Plan. Significant progress has been made to actions specifically assigned to the functions and responsibilities of the Planning Service, and with regard to the co­ordination and action of other Services within the Council. Progress was influenced by, and aligned to the 2014 – 2017 Council Plan. Less satisfactory progress has been made where the actions are heavily reliant on the private sector, with this being particularly noticeable with respect to the development of residential sites, the identified redevelopment opportunity sites, some of which are of longstanding, the vacancies within town centres – especially Ayr. These issues remain, and are ever more challenging when considered against the targets of the South Ayrshire Council Plan 2016 ­2018. There are three parts to the South Ayrshire Local Development Plan Action Programme. Details of the content of each section are set out, as follows: ­ Part 1: Spatial Strategy and LDP Policies This section contains map based actions contained in the LDP Policy Spatial Strategy. The LDP Policy: Spatial Strategy is a strategic, overarching LDP policy, which represents the Council and LDP vision. All other LDP policies and allocations are related to the spatial strategy. As such, the actions relating to the spatial strategy were shown in a map­based format, showing how the LDP will be delivered by various stakeholders. This is intended to provide clarity in terms of how the LDP’s key strategic objectives will be delivered. 2 Progress towards meeting the identified actions associated with the Spatial Strategy is indicated using the following symbols: Completed On target Not on target with some concerns Not on target with major concerns Following the Spatial Strategy Section, the Programme also contains actions which specifically relate to each policy within the LDP. This includes a risk log and information on when the action needs to be completed. A large portion of policies have no specific completion date, as they will be enacted through the application of LDP policies. These have been identified as ongoing items, and have generally been allocated as the responsible of the Council, due to its role as planning authority. Other policies and masterplans have specific actions identified. The action programme also contains a risk log, which indicates the risk of failure to deliver the action, likelihood of risk occurrence, and the required remedial action. The action programme associated with specific LDP policies incorporates a risk log indicating the risk of failure to deliver the action, likelihood of risk occurrence, and the required remedial action. Where the primary or only action from a given policy is the delivery of supplementary guidance, the action cross­references the actions relating to the production of supplementary guidance – which is thereafter shown in part 3. Part 2: Site Actions Part 2 contains actions for each LDP housing sites. This section is fronted by a map showing the geographical spread of housing sites, key actions and key consultees for housing sites. Full details of each site are contained in a more detailed supporting section, which also contains a risk log and the prioritisation of actions, based on when the action needs to be completed. Many sites have no specific action, other than delivery of site. These actions have, therefore, been left without fixed completion dates, as it is largely at the control of the developer as to when a site is delivered. Timescales have been indicated as being delivered in up to 10 years from LDP adoption. At the time of the LDP adoption, the Council had confidence that any site identified in the programme would be of assistance in maintaining an effective 5­year supply of housing land. Site constraints have been programmed into the timing, with actions directly related to overcoming constraints. Responsible persons are not necessarily expected to deliver the entire site, but may be named because they play a significant consultative role in respect of a particular part of the action. Additional clarification on stakeholder roles is contained within this part, if necessary. The action programme also contains a risk log, which indicates the risk of failure to deliver the action, likelihood of risk occurrence, and the required remedial action. The housing land supply is monitored and updated on an annual basis, and agreed with Homes for Scotland. This monitoring suggests that the sites identified in the Action Programme Schedule remain effective, but as time progresses it will be prudent to contact prospective developers and site owners to ascertain whether there are specific issues preventing development taking place and whether mechanisms are available to help facilitate progress, as and where appropriate. Such action may be particularly worthwhile on sites identified as having a high priority for transport appraisal. The final section of Part 2 of the Action Programme contains information on sites which have been identifies as specific brownfield development opportunity. No changes to the Action Programme have been incorporated into this review, as supplementary planning guidance “South Ayrshire local Development Plan Redevelopment Opportunities Schedule” was adopted in August 2015 (see Part 3). Monitoring progress towards development of the sites is on­going. 3 Part 3: Supplementary Guidance Programme This section of the Action Programme contains reference to both existing and proposed supplementary guidance, with actions related to whether that supplementary guidance is linked to LDP policies, or whether it is free­standing guidance. Actions are prioritised on the basis of when that action requires to be carried out. The prioritisation is therefore not an indication of the strategic importance of the guidance, but an indication of when the action requires to be completed, relative to the production of the LDP. As such, low priority items were not required to have been completed within a short timeframe after LDP adoption. The risk log for this part of the Action Programme indicates the (likelihood of) risk of failure to deliver the action, likelihood of risk occurrence, and any necessary remedial action. Significant progress has been made on the preparation and adoption of new supplementary guidance, with 10 having been adopted and a further two at draft stage.
