This Second Edition of MCAR Part - 11 superseded the First Edition of MCAR Part - 11 Arial Work (April 2010). b) The content of this MCAR is intended to be harmonized with contents of other related MCARs issued by DCA, Myanmar. c) “SAFETY is our top priority” and will never be compromised. Although the requirements of Part 11 appear to address operations internal to MYANMAR, in some instances, aircraft registered in MYANMAR will be able to perform aerial work in contiguous states. The Annexes to the Convention on International Civil Aviation do not specifically address aerial work. Annexes 1 and 6 to the Convention on International Civil Aviation contain a definition of aerial work but the historical background section of the Annex 6, Part II, Foreword, notes that this definition is included so that States will know that the Annex 6 does not address aerial work. (b) All persons who conduct aerial work in MYANMAR must comply with certification requirements of this part. (c) All persons who conduct aerial work in MYANMAR must comply with the applicable airworthiness and operational requirements of this Part, except where this part grants relief from those requirements or specifies additional requirements. 11.1.1.2 DEFINITIONS Definitions are contained in MCAR Part 8. 11.1.1.3 ABBREVIATIONS (a) The following abbreviations are used in this Part : (1) AGL - Above Ground Level (2) PIC - Pilot in Command (3) IFR – Instrument Flight Rules (4) VFR – Visual Flight Rules 2017 \ DCA \ FSD \ MCARs Second Edition Revision 00 1 - 1 Part 11 - Aerial Work 11.2 AGRICULTURAL AIRCRAFT OPERATIONS 11.2.1 GENERAL [11.2.1.1 APPLICABILITY (a) This Part prescribes rules governing— (1) Agricultural aircraft operations within MYANMAR, and (2) The issue of commercial and private agricultural aircraft operator certificates (Operating Permit) for those operations. (b) In a public emergency, a person conducting agricultural aircraft operations under this Part may, to the extent necessary, deviate from the operating rules of this Part for relief and welfare activities approved by an agency of the MYANMAR or a regional authority. (c) Each person who, under the authority of this section, deviates from a rule of this Part shall, within 10 days after the deviation send to the Authority a complete report of the aircraft operation involved, including a description of the operation and the reasons for it. 11.2.2 CERTIFICATION RULES 11.2.2.1 CERTIFICATED REQUIRED (a) Except as provided in paragraphs (c) and (d) of this section, no person may conduct agricultural aircraft operations without, or in violation of, an agricultural aircraft operator certificate (operating permit) issued under this Part. (b) An operator may, if it complies with this subpart, conduct agricultural aircraft operations with a rotorcraft with external dispensing equipment in place without a rotorcraft external-load operator certificate. (c) A regional authority or national government conducting agricultural aircraft operations with public aircraft need not comply with this subpart.
