The population of Greater Bunbury is growing quickly and is predicted to continue to do so. Based on updated DoP population projections, the current population of Greater Bunbury is approximately 88,000 and it is projected to grow to about 130,000 by 2026. It can be expected that the population of Greater Bunbury will double sometime between 2030 and 2050. Transport System Role Transport is a means to an end rather than an end in itself. As such it must be planned and designed to contribute positively to the desired transport vision for the city in a manner that is integrated with that of its region. The role of the Greater Bunbury transport system is to provide a high level of accessibility for all to jobs, education, shops, entertainment and other activities. It is intended the future transport system will: Provide a high level of connectivity in the network; Offer travel choice for a variety of travel purposes; Support sustainable growth opportunities through integration with land use planning; Be an economic enabler; Assist development of an efficient freight network to serve the port and the broader region; Meet the lifestyle needs of the community by limiting segregation and integrating communities; Be affordable and equitable for all social and age groups within the community; Meet expectations for regional transport whilst minimising impacts on local communities; Be environmentally responsible; Be adaptable and sustainable. In particular it is the intention of the Greater Bunbury Integrated Transport Strategy (GBITS) to plan the transport system in an integrated manner to support the WAPC’s broader planning objectives for the sub-region. Key Strategies: Improve overall accessibility for travel to work, education, shops and other activities; Reduce car dependency by improving options for travel by other modes; Improve transport and land use planning integration through development of transport improvement plans for different precincts and regions (e.g. city centre and activity centres); Integrate demand management and behaviour change programmes with improvements to public transport cycling and walking; Design streets, according to function, to appropriate design speeds to maximise safety and amenity and to encourage cycling and walking. Three Year Actions: Obtain WAPC approval for a Greater Bunbury integrated transport strategy based on a sustainable mobility management approach; Consult with the local authorities within the sub-region and state agencies with a view to reaching agreement on an implementation strategy. SINCLAIR KNIGHT MERZ I:\PBIF\Projects\PB50381\Deliverables\PB50448\Reports\Final Integrated Strategy Framework_3 Dec 2012.docx PAGE 2 Freight Planning - GBITS intentions: Support the development of strategic, direct and convenient road and rail freight routes to serve the Port of Bunbury and to support the economic growth and development of Bunbury and the entire South West region, whilst maintaining a well-connected alternative road system for local traffic, pedestrians and cyclists. Key strategies: Support the early construction of the Bunbury Outer Ring Road. Work with Main Roads and local authorities to minimise segregation to adjacent communities by maximising opportunities to create safe, convenient crossings for pedestrians, cyclists and, in some cases, local roads; Support the upsizing of Bunbury Port and improved road and rail access to the Port. This strategy should aim to eliminate at grade level crossings over time and plan upfront for grade separated crossings and interchanges. The upgraded road at rail freight network be designed and implemented in a way that does not reduce or limit the connectivity of the local networks for movement of local traffic, cyclists and pedestrians.
