P.Ramesh Chandra : APPCB, Hyderabad Minutes of the 8th Lake Protection Committee Meeting held on 6-6-2013 in the Conference Hall of BPP Building, Tank Bund Road, Hyderabad The meeting was chaired by the Metropolitan Commissioner, HMDA as the Chairman of the Committee and the list of the members / officers who attended the meeting is enclosed as Annexure-1. I. The Member Environment, HMDA and convener, Lake Protection Committee (LPC) welcomed the members of the LPC and explained about the agenda items of the 8th LPC Meeting. II. Action Taken Report (ATR) on the decisions taken in the 7th LPC meeting and all other issues as per the agenda items were discussed in detail during the meeting. The following decisions were taken in the meeting for implementation by various departments / agencies: 1. The Committee was informed about the Lake wise progress of protection and fencing works for the lakes under GHMC jurisdiction. The status is as follows: Total No. of Lakes identified - 128 Nos Number of Lakes where FTL is fixed by Revenue and - 64 Nos Irrigation Authorities Protection works sanctioned by GHMC - 45 Nos Completed - 5 Nos Progress - 23 Nos To be started - 17 Nos Estimates under preparation / finalization - 19 Nos. Works sanctioned pending FTL fixing - 9 Nos (i) Out of 176 lakes in the list provided, the GHMC has identified 128 lakes in their jurisdiction. The list of balance 48 lakes was provided by the GHMC to HMDA stating that they fall outside GHMC and be incorporated in their list of 325 lakes, thereby making it (325+ 48) = 373 Lakes with the HMDA. HMDA will verify and take up these lakes also for FTL fixation works as per their programme. (Action: HMDA) 1 (ii) The GHMC informed that the scope of work for the consultants engaged for above purpose does not include FTL demarcation, fixation and erection of FTL Pillars. It was suggested that GHMC shall follow the model prepared by HMDA for demarcation of Lake FTL boundaries along with Lat-long recordings followed by construction of FTL pillars. The GHMC will get the scope of the consultants work modified that extent so that the FTL demarcation and fixation works can be done in a systematic manner. (Action: GHMC) (iii) GHMC was requested to clearly indicate in the progress sheet whether FTL pillars fixed on ground, whether lat-long of FTL Pillars recorded and whether full lake data and memoirs have been prepared. (Action: GHMC) 2. The progress of FTL demarcation and fixation work by the HMDA was also reviewed and the status presented during the meeting is as follows: Total No. of Lakes identified - 135 Nos Total No. of lakes screened - 27 Nos Basin identification - 16 Nos Base map preparation in progress - 4 Nos It was informed by HMDA to the committee that, FTL is not available for most of the Lakes nor the Lake memoirs are available and the surplus weir is also damaged / changed in many cases. It is therefore becoming difficult to fix the FTL boundaries in the absence of the above information since the contours around the lake have changed considerably. (i) The committee directed the Irrigation Department to provide FTL details / memoirs for 501 lakes in erstwhile HUDA area to the GHMC and HMDA so that the work of FTL demarcation and fixation can proceed smoothly in a time bound manner. List of (325) Lakes was provided by HMDA to the Chief Engineer, Irrigation who agreed to provide the details of FTLs available for these (325) lakes at the earliest. (Action: Chief Engineer, Irrigation Dept) (ii) For the lakes where no FTL or memoir is available, it was decided that Irrigation, Revenue and Panchayat Raj Department should immediately 2 fix up the FTL level in close coordination under supervision of Collector and provide to the HMDA and GHMC. It was emphasized that the FTL demarcation should be as per ORIGINAL FTL and no subsequent changes in contours by filling on in any manner should be considered (Action: Collector, Irrigation, Revenue and Panchayt Raj Departments) 3. In the 7th LPC meeting, HMWS&SB was asked to get the encroachments removed from Osman Sagar and Himayath Sagar with the help of the police and revenue department. However during the meeting it was informed that no action has been taken so far in the matter. The Chairman, LPC suggested that the HMWS&SB should invoke the provisions of HMWS&SB Act and take action on the illegal encroachments / buildings identified in violation of the building byelaws in the notified 84 villages as per G.O. Ms. No. 111 in coordination with Collector, R.R.District and Mahabubnagar District and Police Department and report compliance in the matter. (Action: HMWS&SB; Collector, R.R.Dist and Police Department) 4. In the 6th & 7th LPC meetings, the committee had requested the Collector, R.R. District and Asst. Director, Mines to identify suitable abandoned quarry pits and declare them as official land fill site for debris dumping. It was informed during the meeting by SDCC (LP), R.R. District that so far no quarry pits have been identified. It is once again requested to assign due priority to the issue and take immediate action for identification of suitable quarry pits and declare them official land fill sites for debris dumping. (Action: Collector, R.R.District and Asst.Director, Mines) 5. As per the decision during the 7th LPC, the Chief Engineer, GHMC; Chief Engineer, HMDA and Chief Engineer, HMWS&SB have submitted their Joint inspection report regarding Saroornagar Lake. The joint inspection has recommended for carrying out a feasibility study by a reputed consultant for making Saroornagar Lake pollution free. The committee requested GHMC to take further action on the joint inspection report and submit compliance to the Committee. (Action: GHMC) 3 6. It was informed by the Member Environment, HMDA that EoI has been invited for ‘Adopt a lake’ scheme. The committee desired that individual mails be sent to the various agencies. (Action: HMDA) III. The Committee reviewed the status of A.P.Lok Ayukta cases, Government references, NGOs representations and following decisions were taken: S. Referred / Represented Name of the Lake Action to be taken No by 1 Pedda Cheruvu, A.P.Lok Ayukta GHMC has to inspect these lakes Balapur Compliant No. 402/2011 and fix up the FTL with the help of 2 Burhankan Cheruvu North Tank Division, Buddha Bhavan. 3 Pedda Cheruvu, The GHMC informed that FTL Jalpally boundaries for Gurram Cheruvu has 4 Gurram Cheruvu been fixed and the fencing work has to be taken up with the assistance of Police as there is local resistance. (Action: GHMC) 5 Yellamma Cheruvu, Lok Ayukta Compliant Fencing work shall be taken up by Khajaguda No. 867/2013 GHMC duly fixing FTL boundary pillars with lat long in coordination with Superintending Engineer (Irrigation) and Revenue Department. (Action: GHMC) 6 Sunnam Cheruvu Lr.No.Rc.No.198/ As per the letter of DGP, GHMC is W3/Pleasant Valley/ directed to take up the protection and 2013 preservation works for Sunnam Cheruvu immediately as the residents have also come forward to maintain the lake. (Action: GHMC) 7 Nalla Cheruvu, MA&UD Dept., GHMC shall take protection Uppal forwarded the measures duly fixing FTL boundary grievances of pillars with the help of EE, I&B Sri.R.V.Rama Mohan Division, Hyderabad. vide (Action: GHMC) Lr.No.9421/I1/ 2013-1 4 S.
