The Royal Docks Enterprise Zone Team is a jointly appointed team between the London Borough of Newham and the Greater London Authority. It is financed via the LEAP. An agreement has been signed between the two Councils and endorsed by MHCLG on behalf of HM Treasury to allow the retention of Business Rates for a 25 year period by the London Borough of Newham. After collection of the Rates the proceeds are sent to the LEAP, in essence the GLA, as the GLA are the 4 SECTION 3 CONTRACTS WITH RELEVANT BODIES MYSELF PARTNER accountable body for both the team and the administration of the Business Rates. It is for the LEAP to decide how those proceeds are applied across London. Agreement has been reached that the GLA will take out loans for (or finance in other ways) infrastructure investment in the Royal Docks based upon repayment from current and future Business Rate income. The LEAP has recently endorsed an initial investment of £314m into the Royal Docks and this has been approved by the GLA as the Accountable Body. It should be noted that the Mayor of Newham is a member of the LEAP 2) Growth Borough ESIF programme which LBN benefits from is approved via the LEAP.
