The product is an excellent reference layer for StreetPro Australia or CadastralPlus Australia. In this chapter Overview 5 Limitations 5 Feedback 5 Postcodes Australia Product Guide Overview PostCodes Australia is a spatial data product that has been derived from a number of sources, including: • Advice from Australia Post - Address Management Centre • Locality boundaries supplied by PSMA Australia Ltd Limitations Whilst every attempt is made to represent the postcode boundaries for Australia as accurately as possible, Pitney Bowes is constrained to using what information is available at the time of data production. However, Pitney Bowes intends to release updates to the Postcodes product, at least annually, to address changes as they occur. Feedback Pitney Bowes strives to be responsive to the evolving and growing utility of this data product within numerous and wide-ranging types of organisations. We therefore encourage any feedback and suggestions that will assist us in developing the best possible dataset for your business requirements (refer to Data Support and Feedback on page 15). Pitney Bowes 5 March 2018 2– Installation Postcodes Australia is supplied in the form of compressed files and must be installed onto a hard drive before use. To install the standard product, insert the media into the disk drive. The setup program should start automatically and a series of prompts will then guide you through the installation. Alternatively, use Windows Explorer, or similar, to run the *_INSTALL.EXE program located on the media. Note Ensure that all license agreements are read and understood before installing the data. Customised versions of the product are usually supplied as uncompressed files on media and can be either opened directly from the media or copied to a hard drive for future use. If you intend using the Postcodes Australia product across a network, ensure that the correct licensing agreements have been sought. For more information regarding these licensing agreements, contact your local Pitney Bowes office or reseller. 3 – Layer Descriptions The Postcodes Australia product is comprised of four components: three region layers defining postcode boundaries, and a reference table which lists the localities found within a postcode. As an extension to the basic Postcodes table, the Extended Postcodes table contains regions extending into the ocean in some areas. It is designed to match the Australian Suburbs and Localities gazetted boundaries, some of which extend over ocean areas and have no official postcode associated with them. The Incremental Postcodes table contains postcode regions for those areas that have changed between the previous release and the current release. These changes are also detailed in the Change Log file. The Locality Index table contains a list of all localities within each postcode. This table may include additional localities that are not gazetted suburbs, but have been included by Australia Post. In this chapter Gazetted Suburbs versus Australia Post Listed Localities 8 Generation of PB’s Postcodes Boundaries 8 Table Structure 9 Implementation of an Incremental Update 11 Postcodes Australia Product Guide Gazetted Suburbs versus Australia Post Listed Localities There is currently limited correlation between the state jurisdiction official Gazetted Suburb and Localities, and the Localities listed by Australia Post on its website to describe the delivery area for a postcode. The Gazetted Suburb and Localities are formally recognised boundaries defined by state government, whilst Australia Post's Localities can include these, but also incorporate local and alias locality names. (Some of these names are historical but many are also created internally by Australia Post to facilitate mail delivery.) Generation of PB’s Postcodes Boundaries The postcode boundaries from PB (Pitney Bowes) are generated by combining the postcode and locality information from the Australia Post postcode listing, with the locality information from PB’s Suburbs and Localities product. The locality information in the Suburbs and Localities product contains both gazetted Suburbs and non-gazetted Localities, and is based on source from PSMA Australia Pty Ltd's Suburbs and Localities data. The illustration below shows how the boundary of postcode 4051 is formed by the Suburb boundaries listed. In areas where no gazetted suburbs exist, the locality boundaries are used to facilitate full, nationwide postcode coverage. Pitney Bowes 8 March 2018 3 – Layer Descriptions Some of the postcodes listed in the Australia Post listing are not included in the Postcodes Australia product. Although there are exceptions, the types of postcodes that are not generally included are: • PO Boxes that do not relate to a Delivery Area. • Large Volume Receivers (LVR) and Special Mailings (for example, Competition Mail). • Postcodes that relate to the Antarctic Division stations.
