Mayor Henry asked for a roll call vote with all Councilmembers present voting YES. Mayor Henry declared the MOTION CARRIED Commissioner Pam White addressed the Council what can I say, I love my job Mayor, it is good to be here and thank you for allowing me some time on your agenda just to communicate with my friends on the Nampa City Council. When I was campaigning, I said that I wanted to go before the city councils in the communities in Canyon County. I sat on this council for nine and a half years, and only one time did a commissioner come in front of us and he did not come in front of us as a commissioner, he came in front of us as a board member for God & Country. So, I want to communicate with all the Mayors and Councils of those communities and have I ever enjoyed it. What a privilege and such a pleasure. Delightful people that are serving in the other communities around in Canyon County. I have this one and then I go to Melba, and then I get to start all over. I just wanted to very briefly, because I have really important people back here that are waiting to talk to you too. I do love my job and everything about it, I have learned so much, the other two commissioners I am working with have been so kind and helpful. Commissioner Rule has been extremely patient. I am the vice chair and when Tom Dale is gone I chair the meetings. Indigence is an issue I have not had to deal with, really on that level as a councilmember and so it was very difficult for me to get my hands around the whole process and how that worked for the commissioners. One time, the very first time actually when I was going to have to do that, I looked at Commissioner Rule and said please will you do this, and he said you got it Pam, you’ll be fine. I go, I don’t have it, I need to watch you and learn and listen to how you are going to handle this. He was very gracious and said okay I’ll take. It was so cool that he did, because we actually had Page 2 Regular Council October 16, 2017 one that came before that morning that he had never heard of in all his ten years as a county commissioner too, so he had to struggle through it, not me. Some of the cool things that I’ve got to do, Board of Equalization, that’s where you can go before them if you do not like the assessed value of your properties, by the way, I had an appeal process in front of them because I was shocked to death when I got the appraisal of my home. They gave no special treatment, no special anything, all they did for me is what they would do for anyone of you or anyone of the citizens here. They actually went back out to the subdivision, and re-walked it and looked them over and everything like that. And there were some that they had might need to take another look at. Not mine, that’s okay. We did some good things with the fair, we still have the property on 20/26 that when it is sold, that money will go to the fair, so what we decide to do on that. As for right now major improvements were made to existing fairgrounds in Caldwell and it was it was a record setting year actually. Revenues and attendance were both up, so that is a very good thing. The budget process was amazing, I enjoyed it so much. Everybody was so transparent and everybody came together and very cooperative, the was no greed, no money grab on behalf of the other elected officials, which by the way, those elected officials that I am so privileged to work with in Canyon County they are wonderful people. They care about their jobs and all together, the message was exactly the same from all of them. They know very, very well and it is very, very important to them that the people’s money is sacred. And they work careful and are good stewards of that in the budget process. The budget process, we actually came two million dollars this year less than last year’s budget. So that is a very successful budget process. I will say expenses are rising in the indigence and public defense and they are not rising like this, they are rising like that. So that is something that the whole county, I believe the mayors are involved in this in some way, I believe the whole county is going to come together because we are all in this together. We need you, and I always say, the people have the answers we just never ask the questions.
