This information is based on analysis of GE13 voting patterns. The First Display was announced in September 2016, as the initial proposal by the Election Commission. The Second Display was published after the first round of inquiries, taking into account objections from the public, local authorities and state governments. Important to note, the Final Report does not have to be based on either the First or Second Display and may have been re-done to worsen the political impact. However, this information gives a clear indication of the motivations of the Election Commission in this redelineation exercise.
