MINUTES OF 57TH ANNUAL GENERAL BODY MEETING OF EQUESTRIAN FEDERATION OF INDIA HELD ON 30TH SEP 2018 AT MANEKSHAW CENTRE, DELHI CANTT 1. The 57th Annual General Body Meeting of Equestrian Federation of India was held on 30th Sep 2018 at Manekshaw Centre, Delhi Cantt under the Chairmanship of Lt Gen Ashok Ambre, AVSM**, SM, President EFI. The meeting was attended by 138 members. 2. Opening address by the President 2.1 The President welcomed all the present members of EFI to the 57th Annual General Body Meeting. The President apprised the house, that the quorum to conduct the AGM has been fulfilled and we can proceed with the proceedings of the AGM. 2.1.1 The President congratulated the Eventing Team of the 18th Asian Games 2018 which won both the individual and team silver medals. This achievement has been after a gap of 36 years and all members of the team are required to be given a big round of applause for making the country and federation proud. The President also took the opportunity to compliment and thank Mr Jitu Virwani, VP (Finance), Chairman Embassy Group for sponsoring the eventing team in terms of provisioning of quality horses and training in Europe. The President also complemented the members of the Show Jumping Team to the 18th Asian Games who put up a commendable show at the Asian Games. 2.1.2 The President complemented the team which qualified for World Cup qualifiers Tent Pegging by securing 1st position within the group out of four countries. The President conveyed best wishes to the team which will be competing in Oct 2018 at UAE. 2.1.3 The President congratulated the Federation and all its members on being awarded the FEI Solidarity Award for the year 2017 which has been an honour to the federation and the sport from which the sport has gained a lot. 2.1.4 The President apprised the house about the present functioning of EFI and reiterated that all correspondence of importance is put up to the president and no arbitrary decision is taken in EFI by any of the office bearers of the federation. He applauded the staff of the Federation for doing a commendable job over the past year. 2.1.5 The President complemented RVC Centre and College, Meerut Cantt for establishing the EDFZ at Meerut and successfully following the pre export vet protocols required for exporting horses for the 18th Asian Games 2018. The President stressed upon the fact of the requirement of a permanent EDFZ at Meerut and suggested the involvement of the state association in facilitating the same. The President also suggested of having one EDFZ in south India preferably in Bangalore. 2.1.6 The President appreciated the efforts of EFI in conducting various coaching camps held during the year including the FEI Solidarity Coaching Camps. The President further brought out that as a federation and country, we are lacking behind in good quality coaches and trainers for various equestrian disciplines and more focus is required on coaches and trainers alongside participants. 2.1.7 The President apprised the house that the recognition of the federation by Ministry Youth Affairs and Sports (MYAS) have been received and is valid upto 31 Dec 2018. 2 2.1.8 The President informed the house that there is a need to shift the office of the federation out of the military area and requested the committee detailed to acquire the office space to expedite and finalise the project as early as possible. 2.1.9 The President expressed his displeasure regarding the discipline aspect of certain athletes of the federation in which athletes have been crossing the limit in regard to rules, regulations and orders in conduct of trials for the 18th Asian Games. The orders were clear that no exclusive trials would be accepted, however a number of athletes have violated this and staked claim of qualification based on the results of exclusive trials held by them. Participants even went further to challenge the federation decision for which the federation had to spend a large sum of money as legal fees to counter the claim in the Honourable High Court. 2.1.10 In regard to discipline and court cases by various members of the federation, The President left the decision to be taken by members of the federation present at the AGM. 2.2 He then handed over the proceedings to the Secy Gen. AGENDA I 3. Confirmation of the Minutes and Progress on the Points of Last AGM. The Secy Gen informed the house that minutes of the last year AGM held on 27th Aug 2017 are available on EFI website. On request for passing the minutes the same was proposed by Dr Sanjay Gupta and seconded by Brig Sameer Lanba, VSM respectively. AGENDA-II 4. Secretary General’s Report. Points Decision/Directions Action to be taken by 4.1 Results of all events held during the EFI Decision of the house All Calendar year 2017-18:- The Secretary General Results of all the events informed the house that results of all events for the were perused by the house and Calendar year 2017-18 were uploaded in the ratified. Federation website after conclusion of each event. He then briefed the house on the results of all major events. Results of all events are attached at Appx‘A’. 4.2 FEI Solidarity Awards. However the following were declared elected unopposed due to single nomination :- (a) President – Lt Gen Ashok Ambre, AVSM**, SM. (b) VP (Adm) - Lt Gen MH Thakur, VSM. (c) JT Secy - Col Manraj Singh Sandhu. 4.4 Office Bearers of the Secretariat. The The house ratified the same Secy Gen informed the house that the following unanimously. appointments have resigned :- (a) Joint Secy - Col MS Sandhu (b) Treasurer - Col BVS Rao (c) Regional Member (South) - Maj KD Malik (d) VP(Vet) - Lt Gen AJ Singh The President has nominated the following members during the EC :- (a) Joint Secy - Lt Col MM Rahman (b) Regional Member (South) - Mr Kishor Futnani 4.5 Secretariat Functioning. The Secretary Decisions of the House: The VP (Adm) General informed the house about the various house approved and ratified the Secy Gen activities reqd to be done by EFI secretariat before same. the conduct of each events. He also mentioned that 35 to 40 events are being conducted every year since 2015 against just 12 to 15 events during previous years. As a result of this the work load on the secretariat has increased many fold. Details of the same are attached at Appx ‘B’. To accomplish the secretariat functioning EFI has employed two clerks borrowed from other organisations and an Assistant Secretary has been employed by MYAS. These personnel do not get HRA from their parent organisation therefore Secretary General had recommended that these personnel be given HRA as per Govt norms out of EFI Fund. Further he had recommended that there is an urgent need of employing a Data Entry Expert (DEE) for smooth functioning of the secretariat. Both the recommendations were approved by the Executive Committee. 4 Points Decision/Directions Action to be taken by 4.6 EFI Office Property. The Secretary Decisions of the House: The VP (Adm) General informed the house that the Committee house approved and ratified the VP (Fin) comprising of the following members have visited same. Secy Gen Chhattisgarh Equestrian Association affiliated with this NF since 2001 has requested for cancellation of their affiliation.
