HALL, Democratic Staff Director * On January 3, 2001, the Senate passed S. Res. 7, designating Chairmen of Senate committees under the so-called ‘‘50–50 split’’ of the Senate. Senator Biden was designated Chairman of the Foreign Relations Committee from January 3, 2001 until Noon on January 20th. On June 6, 2001, Senator Biden was designated Chairman of the Foreign Relations Committee. Under the provisions of S. Res. 8, agreed to January 5, 2001 setting forth Senate procedure in the 107th Congress, committee memberships reverted back to their status prior to 12 Noon on January 20, 2001, as reflected above. Pursuant to section 2 of S. RES. 274, 96TH CONGRESS, AGREED TO NOV. 14, 1979 (Senate Rule XXV(j)) ‘‘(j)(1) COMMITTEE ON FOREIGN RELATIONS, to which shall be referred all proposed legislation, messages, petitions, memorials, and other matters relating to the following subjects: ‘‘1. Acquisition of land and buildings for embassies and legations in foreign countries. ‘‘2. Boundaries of the United States. ‘‘3. Diplomatic service. ‘‘4. Protection of United States citizens abroad and expatriation. ‘‘16. Relations of the United States with foreign nations generally. ‘‘17.
